- The USDA, Animal and Plant Health Inspections Service (APHIS), Veterinary Services (VS), National Veterinary Service Laboratory (NVSL) Ames IA. 50010, Intends to procure the annual preventive maintenance and emergency and non-emergency repair services to include all travel costs, the annual preventive maintenance inspection and emergency and non-emergency repair services will include furnishing all labor, parts, maintenance and repair services including maintenance equipment/tools, materials/supplies and protective equipment required to perform annual preventative and corrective maintenance for One (1) Shandon Microtome, Model Finesse ME S/N FN1086A9910, Five (5) Microm Microtomes Model 315 S/N 28921, 30554, 24417, 30155, 33721, Three (3) Sakura Tissue Processors Model VIP S/N 52151029, 48920672, 52150462 and Two (2) Shandon Coverslippers Model Consul S/N CN1065A9910 and CN1210A0404 for the period November 1, 2009 through September 30, 2010. Response time must be within 48 hours for emergency service. FOB DESTINATION, NAICS Code: 811212. This is a firm fixed price contract. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the current Federal Acquisition Circular. Applicable FAR clauses are incorporated by reference: Prompt payment 52.249-1; Changes Fixed price 52.243-1; Instruction to Offerers - Commercial Items 52.212-1; Evaluation-Commercial items 52.212-2; Offerer Representations and Certifications 52.212-3; Contract Terms and Conditions-Commercial Items 52.212-4; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5; This acquisition is a 100% small business set aside. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined are significantly more important than cost or price; trade-off process. Proposals are due by Tuesday November 3, 2009, 4:00 PM CST.
