- This is a sources sought announcement. There is no solicitation available at this time. TACOM-Rock Island is seeking to identify potential sources who have the capability and experience to provide the following three items: (#1) Refill Kit, Sampler-Detector (NSN: 6665-01-564-2644, P/N: 5-77-3500); (#2) Refill Kit, LVH (NSN: 6665-01-564-3795, P/N: 5-77-3501); and (#3) the complete M256A2 CADK ( NSN: 6665-01-563-7473; P/N: 5-77-3497) which is comprised of #1 and #2 above. The M256A2 Chemical Agent Detector Kit (CADK) is a lightweight, man portable, self contained pouch that provides the capability to detect and identify the presence of chemical agents. The M256A2 CADK pouch holds the contents of the two Refill Kits (#1 and #2 above). The #1 Refill kit contains sampler-detectors which are used to detect the presence of chemical agents in the air. The #2 Low Volatility Hazard (LVH) Refill Kit contains an adapter and heater and is used together with #1 to detect chemical agents in a low vapor state, such as in a cold environment. The technical requirements for the M256A2 CADK are incorporated in a Technical Data Package Listing (TDPL), which can be found by clicking the link under the NSN/TDPL column for the M256A2 Chemical Agent Detector Kit, at https://aais.ria.army.mil/AAIS/Solinfo/MARKET_SURVEYS/market.htm. THIS TDPL IS LISTED AS EXPORT CONTROLLED. In order to gain access to export controlled technical data you must have a current DD 2345, Military Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). To obtain certification, go to http://www.dlis.dla.mil/jcp/, click on documents, and follow the instructions provided. Processing time is estimated at three days after receipt. Upon receipt of certification, you may access the TDPL. Upon completion and submission of the survey information below, the purpose for which the TDPL has been provided, the contractor/respondent is required to destroy all documents, including all reproductions, duplications, or copies thereof as may have been further distributed by the Contractor/respondent. Destruction of this technical data shall be accomplished by: shredding, pulping, burning, or melting any physical copies of the TDPL, and/or deletion or removal of downloaded technical data files from computer drives and electronic devices, and any copies of those files. Interested parties are encouraged to submit a capability statement describing your companys previous experience with the manufacture of similar chemical detection apparatus. Also, please submit a short, 1 page summary of company experience with regard to preparing, mixing, analyzing, impregnating of Cholinesterase enzymes and chemical ingredients, including hazardous chemical materials onto specialty paper spots and glass ampoules, and also any experience testing with live chemical warfare agents. The below survey questions are divided into required and voluntary areas.
