Description
The United States Army Contracting Command, Joint Munitions and Lethality Contracting Center, Picatinny Arsenal, NJ, 07806-5000, on behalf of Product Manager Demilitarization (PM DEMIL), has a requirement for the continued research and development services and supply of hardware to complete the development, prove-out, and implementation of the Plasma Ordnance Demilitarization System (PODS), located at Hawthorne Army Depot (HWAD), Hawthorne, NV and the procurement of a Technical Data Package (TDP). PM DEMIL requires the completion of the development, prove out and implementation of the PODS to achieve the agencys mission to reduce the stockpile and develop and field an environmentally friendly closed disposal technologies (CDT) method of demilitarization. This proposed contract action will provide the completion of development and the delivery of the prototype demilitarization process equipment necessary to prepare the PODS for Low Rate Initial Production (LRIP). This proposed action will bring the PODS to the LRIP Phase, but will not actually include LRIP. The Government intends to fulfill this requirement via a one (1) year, Cost Plus Fixed Fee (CPFF) contract. It is the Governments intent to award this action on a sole source basis to MSE Technology Applications, Inc. under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that this solicitation will be posted on the US Army Contracting Command, Joint Munitions & Lethality Contracting Center Procurement Network website located at http://procnet.pica.army.mil and https://www.fbo.gov/. Please note this notice does not constitute a Request For Proposal (RFP). The RFP is intended to be issued on or about November 12, 2009.
