- Under the auspices of Federal Acquisition Regulation 13.106-1(2)(b) the Department of Veterans Affairs Medical Center (VAMC) Minneapolis anticipates entering into a sole source follow-on procurement with John Olson for the mentorship/training of VAMC's Lean Six Sigma black/green belt participants for completion of their projects in order to receive LSS black belt certification. Contractor provided initial courses that were tailored specifically for the Minneapolis VAMC, contractor's knowledge of program curriculum and participants will allow rapid start up and/or completion of on-going LSS projects that were initiated during initial training for the organization. This notice of intent is not a request for competitive proposals. However, all responses received within 5 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a formal solicitation. The notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no challenges to acquire this requirement are received by 3:30 pm, CT, November 2, 2009, the Government reserves the right to execute an award without publishing a solicitation. Detailed capabilities must be submitted to ken.eshom@va.gov no later than time and date noted.
