Description
This is a combined synopsis/solicitation prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being accepted and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-10-T-0017. A Firm Fixed Price (FFP) contract is contemplated. All responsible sources may submit a quotation which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37 effective 14 October 2009. This procurement is small business set-aside and the associated NAICS 611620 code is with a standard business size of $7.0M. The Defense Priority and Allocation System (DPAS) rating for this procurement is DO-C9. Section B Schedule of Supplies and Services CLIN 0001 - Canopy Course of Instruction for up to twelve (12) personnel (Five (5) instructors for Five (5) days of training), Qty: 5 days CLIN 0002 - Lift Tickets - 1,080 ea. CLIN 0003 - Ground Video Services - 5 days CLIN 0004 - Contractor's Facility Fee - 5 days CLIN 0005 - Parachute Packing Services - 1,080 ea. CLIN 0006 - Gear Rental Fees - Quantity 6 rigs CLIN 0007 - Travel Expenses, Qty. 1 lot Specifications 1. Vendor must be able to provide five (5) instructors for five (5) days to train and instruct up to twelve (12) students in the use of Performance Designs Ram-Air Canopies. 2. Vendor must be recognized as official canopy instructor trainers for Performance Designs, Inc. 3. All instructors must be certified as professional canopy pilots for Performance Designs, Inc. and must have prior experience with Special Operations Forces (SOF). 4. Vendor must be able to provide video footage upon completion of course for debrief purposes. 5. Vendor must be able to provide lift tickets for all personnel. 6. Vendor must be able to provide parachute packing services for all personnel. 7. Parachute packers must hold a Federal Aviation Administration (FAA) Senior Rigger License. 8. Training location shall be within 25 miles of Deland, FL. 9. Training Dates are from 09 November 2009 - 13 November 2009. FAR 52.209-1 Qualification Requirements (FEB 1995) 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability, availability and price. The contractor shall provide the training program details for evaluation. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
