- Project Title: Global Positioning System Detection Point of Contact: Kenneth W. Hitchens, (609) 485-6125 Description of Requirement: Global Positioning is susceptible to interference and the Federal Aviation Administration, (FAA) is responsible to detect and mitigate this interference in order to protect air navigation systems. The FAA in an attempt to improve its research capability in this area, the agency plans to study the potential of a demonstration system, which will be expandable into an operational, nationwide capability, to detect and locate sources of interference. This demonstration method utilizes the data from GPS receivers located at cellular communications tower around the country. The main objective is for support in a developmental study to determine the feasibility of the limited demonstration systems and its potential for expansion into a nationwide or global system. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA, William J. Hughes Technical Center intends to award a single contract to Alcatel-Lucent., Murray Hill, New Jersey. Alcatel-Lucent has access to a large portion of the nationwide cellular grid, density of coverage, and has the ability to modify the proprietary equipment to provide government access to the GPS data without compromising subscribers privacy. Also Alcatel-Lucnet has extensive experience in using GPS to detect an locate interference. Alcatel-Lucent has the necessary network access, design documentation, system knowledge, and experience to make the required modifications to their switching equipment to provide the required data without affecting subscribers. Consequently, Alcatel-Lucent has 47% of the worldwide market, as of 4Q2007, in Evolution-Data Optimized (EVDO) communication equipment, which is the current standard for third generation (3G) wireless systems. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above service, the FAA will evaluate this accordingly.
