- The purpose of this modification is to update expected availability dates for the draft and final solicitations and to add information regarding the expected procurement. The draft solicitation will be made available for review and comment by potential offerors on or about 06 November 2009 through FEDBIZOPPS. All questions and comments on the draft solicitation must be submitted by 04 December 2009 and addressed to Chris Thompson at chris.thompson1@navy.mil. All questions and comments will be considered in preparation of the final solicitation. The final solicitation will be available on or about 07 December 2009. The anticipated workforce distribution is corrected as follows: It is projected that that 95% of the work performed will be conducted in an integrated Government-Contractor Team environment, within Government work spaces, and work in accordance with Government processes (90% at China Lake and 5% at Pt Mugu). The remaining 5% of the contractor personnel shall utilize contractor facilities. The following is also incorporated regarding companies that are eligible to propose for this procurement: All offerrors must hold facility clearances at the Top Secret Level in order to be considered responsive. Much of the integration efforts will involve information that is not releasable to foreign persons and/or entities, therefore no Foreign Owned Controlled or Influenced (FOCI) firms are permitted to compete as the prime contractor for this effort. FOCI firms may be allowed to participate as subcontractors subject to an approved export license obtained by the prime. Any access by FOCI firms to proscribed information may only be granted after obtaining an approved National Interest Determination.
