- Description SOURCES SOUGHT NOTICE Repair KSC Center Wide Fire Monitoring System. INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy SpaceCenter (KSC) is soliciting information about potential sources for the repair byreplacement of the Central Fire Monitoring System at various locations at Kennedy SpaceCenter, Florida 32899. Vendors having the capabilities necessary to meet or exceed thestated requirements are invited to submit capability packages, appropriate documentationand references. The NAICS code for this effort is 238210. In accordance with FAR 19.1007, NASA willutilizing the Small Business Competitive Demonstration program and will considerplacement as an 8(A), HUBZone, and Service-Disabled Veteran Owned Small Business SetAside.SCOPE OF WORK This project consists of: a.Providing and integrating system components from various vendors to provide aradio and ethernet communications based central station fire alarm monitoring system inaccordance with Underwriters Laboratories (UL) and National Fire Protection Association(NFPA) standards, or approved equivalent UL/NFPA standards by another nationallyrecognized testing laboratory.Ethernet network communications shall be used between thecentral station monitoring sites and radio communication shall be used between thecentral station sites and various facility fire alarm control panels on KSC. Expertiseand/or specific certifications are required in the following areas:1.Information Technology (IT) equipment, communications, and security.2.Radio frequency communications.3.Central Station fire alarm monitoring equipment. Central station equipmentprovided must be capable of digital serial data communications with SimplexGrinnell Model4100 fire alarm control panel equipment via printer port or digital alarm communicatorport means.4.Facility fire alarm equipment, particularly SimplexGrinnell equipment.5.Low voltage AC power equipment and distribution. Installation of raceway systemsfor both power and communications wiring.b.Project includes significant IT scope including file servers, workstations, radiofrequency communications equipment, ethernet network managed switches, and relatedmiscellaneous equipment and interconnections.Contractors equipment and design shallbe capable of interconnecting to existing KSC networks and shall meet applicable NIST800-53 security controls and NIST 800-82 controls for industrial control systems. Duringthe project, the Contractors IT representatives shall consult with Government ITrepresentatives at KSC to insure the Contractors system will meet IT security, operatingsystem, and network communication requirements. The Contractor shall assist theGovernment in developing the required IT Security Plan which shall be completed prior toshipping any computer hardware or software to Kennedy Space Center. c.The Contractor shall provide equipment to perform qualification test to provecorrect operation and function prior to installation and conversion of the existing KSCfire monitoring system. This test shall be successfully completed prior to installationat any KSC facility. Critical aspects of the test include verifying:1.IT Security requirements.2.Digital communication (serial data) capability between SimplexGrinnell Model 4100facility fire alarm control panels and radio transceiver subscriber units located at thefacility.3.Database replication and automatic control/monitoring transfer between primaryand redundant control/monitoring equipment.4.Ethernet switching capability (managed switch, virtual LANS, and control scripts)to switch fire alarm monitoring between control equipment sites.d.Preparation of detailed shop drawing documentation, both hardware and software,for new Central Radio Monitoring System (CRMS) equipment and all facility fire alarmcontrol panel modifications.e.Installation of new CRMS control, monitoring, and other related equipment atKSCs Launch Control Center (LCC) K6-900, Central Instrumentation Facility (CIF) M6-342,and Electrical Shop Building K6-1446K.Installation includes radio based equipment(radio controllers, transceivers, antennas, operator interfaces, and associatedsoftware), fire dispatch operator workstation interface alarm automation equipment (fileservers, workstations, and associated software), ethernet network communications hardwareand software (managed switching system including customized control scripts), AC powermodifications, and conduit/wiring installation. f.The Contractor shall perform initial power-up, activation, and full validationtesting of newly installed CRMS control and monitoring equipment prior to transferringexisting KSC facility fire alarm reporting to the new system. Once final acceptancetesting is complete, the CRMS control and monitoring system shall be turned over to theGovernment for activation and operation by the Government. Transfer approximately (40) existing systems reporting to current CRMS equipment to thenew replacement CRMS system. Monitored alarm points and graphics associated with theseexisting systems shall be pre-programmed on the new replacement CRMS system by theContractor. Full end-to-end validation testing for all monitored alarms shall beperformed. After the transfer of these facilities to the new system is complete, theexisting obsolete CRMS equipment shall be removed. g.Transfer of central station alarm reporting for approximately (35) KSC facilityfire alarm control panels (most manufactured by Simplex Grinnell) from a proprietarySimplex system to the new replacement CRMS system. Facility fire alarm work includesfire alarm control panel hardware/software modifications and the installation of new CRMSradio subscriber unit transceiver equipment. Full end-to-end validation testing for allmonitored alarms shall be performed as well as NFPA 72 required facility fire alarmreacceptance tests.h.Environmental and safety work including worker protection, asbestos avoidance,waste segregation, and waste disposal.In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude ofConstruction Projects, the estimated price range is as follows: Between $1,000,000 and $5,000,000. The Contractor shall be required to submit a technical, cost, and past performanceproposal volume at the time of bid.The Government intends to sole-source the following equipment on the project:1. Modifications to SimplexGrinnell fire alarm control panels or networks ofexisting SimplexGrinnell fire alarm control panels must be made using SimplexGrinnellfactory parts and service.2. Use of AES/Intellinet Model KSC 7788-F mesh network radio subscriber unittransceivers at the approved KSC frequency. Equipment re-labeled by other manufacturersusing these mesh network radio components is acceptable.3.Brocade Communication Systems, Inc, Foundry Products Code FESX648 FastIron EdgeX648 managed Ethernet network switches compatible with existing KSC network architecture.SPECIFIC INFORMATION SOLICITED Responders to this notice are requested to submit a capability package by providing thefollowing information: 1. Financial Capability Provide bonding capacity of your firm and the most currentBalance Sheet and Income Statement, average annual revenue for the past 3 years. 4. Experience Number of years in business and listing of relevant work performed in theprevious 3 years. Relevant work for the purposes of this notice can be defined as, butnot limited to, the following: a. Manufacture, integration, and installation of multiple-site central fire monitoringsystems utilizing radio based communications between control equipment and remotefacilities and ethernet communications between central station monitoring sites.b.
