Description
Sole Source Justification Letter CONSERVATION CABINETS: The solicitation number is FA8601-10-T-0043. The NAICS Code is 337127. The size standard is 500 employees. The government intends to solicit and negotiate with one source under the authority of FAR 13.106(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Viking Metal Cabinet Company, Chicago, IL. The purchase is for two (2) Conservation Cabinets with 20 5" easy glide drawers, 1 pair of vents with sliding closures, and 2 lever handles with locks. These cabinets are required to protect museum artifacts from agents of deterioration to include vermin, mold, mildew, dust, pollution, vandalism, excessive heat and humidity, and visible and ultraviolet light extremes. The cabinets should be made with reinforced steel using construction materials tested and certified safe for non off-gassing. They will have magnetic fumigant pockets, vents and sliding closures for regulating air circulation, key locking handles, easy lift-off doors, and lift truck access on all sides. These cabinets are required due to compatibility, consistent look and environmental protections and cannot be substituted due to uniformity required in the security locking mechanism. This notice of intent is not a request for competitive quotations; however, any quotation received within two (2) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Mr. Howard Marks, ASC/AQ, Wright-Patterson AFB, OH, 45433, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
