Description
The objective of the decentralization initiative of the Kenya Education Sector Support Program (KESSP) is to strengthen the capacities of education personnel involved in the implementation of policy reform, particularly those at the district and school levels. United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals to provide the management described in the attached solicitation. This is full and open competition, under which any type of organizations, large or small commercial (for profit) firms, faith-based, and non-profit organizations in partnerships or consortia, from geographic code 935, are eligible to compete. USAID anticipates one contract will be awarded as a result of this solicitation. USAID bears no responsibility for data errors resulting from the transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same internet site from which you downloaded the solicitation. You are therefore advised to regularly check the http://www.fbo.gov for amendments. The authorized geographic code for procurement of goods and services under this solicitation is 935. It is open to all offers from USAID Geographic Code (Source, Origin and Nationality) 935 which include all countries, except for those designated by the US Government as foreign policy restricted countries. Parties interested in submitting a proposal for this contract must prepare proposals in accordance with the directions found in Section L of the solicitation. Questions concerning this solicitation must be received via email only to codonnell@usaid.gov, jolando@usaid.gov, cafrica@usaid.gov by November 9, 2009, 03:00pm (Nairobi Time). No questions will be accepted after this date and time. All offerors' questions and USAID answers will be posted at www.fbo.gov as an amendment to the solicitation. When submitting proposals, offerors should take into consideration the significant delays in mail delivery. Offerors are solely responsible for ensuring timely delivery to USAID. Prospective offerors should particularly note Section L ‑ Instructions, Conditions, and Notices to Offerors of the attached solicitation. This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal.
