Description
Buy American Certificate Requirements document The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors, Commercial Items and FAR 52.214-4 Contract Terms and Conditions, Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforms to the solicitation provisions, conforms to specifications and offers the best value to the Government. The criteria for evaluation are: Technical Approach and Price. The purpose of this acquisition is to acquire a Pressurized Liquid Extraction system for solid matrices. See attached Requirements document for specifications for this instrument. Vendor must provide Federal Tax Identification Number, Dun and Bradstreet Number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 334516. Any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. All questions should be directed to Kevin Broadnax via email at broadnax.kevin@epa.gov. ***NOTE*** "Prohibition of Obligating or Awarding Federal Funds to ACORN Congress has prohibited the use of federal funds to award contracts to the Association of Community Organizations for Reform Now (ACORN) or any of its affiliates, subsidiaries, or allied organizations and therefore in order to be eligible for award under this solicitation, all offerors must affirmatively indicate by the time of award that they are not subject to this prohibition. In addition, since this funding prohibition applies to subcontracts, offerors must consider it when preparing proposals."
