- Description
- The Department of Health and Human Services, through the Biomedical Advanced Research and Development Authority (BARDA), requires laboratory testing services to perform evaluations of influenza test systems, and to prepare and/or characterize samples for testing. Laboratory work that would be required includes viral propagation, identification, quantification, and characterization of viral proteins and nucleic acids; preparation of protocols and testing plans; documentation of summary findings, preparation of reports; and transferring samples to other designated laboratories for testing. Successful offerors must have the following mandatory criteria: (1) Possession of the necessary licenses, certifications, and permits to acquire, maintain, and work with a range of influenza viruses and other respiratory pathogens, including highly pathogenic and novel influenza viruses; (2) Documented assurance that all work will be done within the confines of their place of business at one location; (3) Documented capability of BSL-3 containment practices, equipment and facility safeguards; (4) Documented compliance to a quality system with third party review and/or certification; and (5) Documentation of training received by personnel to comply with current International Air Transport Association (IATA) and Department of Transportation (DOT) training requirements for shipping infectious materials. ADDITIONAL INFORMATION It is anticipated that up to three awards will be made from the Request for Proposal (RFP). Small businesses are encouraged to apply. The period of performance for the awards will be three (3) years with two options for one year time extensions. The contract type will be cost reimbursement, Indefinite Delivery, Definite Quantity. Additional details and requirements will be described in the solicitation. A RFP will be available electronically through the FedBizOpps on or about November 20, 2009, with proposals being due about 30 days later. The estimated timeframe for the award of any resultant contracts is April 2009. Any responsible offeror may submit a proposal that will be considered by the Government. This notice does not commit the Government to the award of a contract. It is the offeror's responsibility to monitor this internet site (www.fbo.gov ) for the release of this solicitation as well as any amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and any amendments via this website. No collect calls will be accepted. No facsimile transmissions will be accepted. See Government-Wide Numbered Note 26. All responses should be identified with the RFP number, name of firm, name of requestor, mailing address, telephone number, fax number, email address and should be submitted to the Contracting Office Address identified in this notice.
