- This notice is a combined synopsis/sources sought for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; capability statements and price lists are being requested and a writtensolicitation will not be issued. NASA Dryden Flight Research Center intends to establish blanket purchase agreements(BPAs) with multiple vendors capable of supplying aircraft parts andrepair/upgrade/overhaul and aircraft-on-ground (AOG) services for the following aircrafttypes: 747, B-200, GIII, and DC-8. Supply requirements include providing aircraft hardware, (e.g., bolts, nuts, washers,screws, hydraulic fittings, clamps, hoses, wire, and tubing), and aircraft materials,(e.g., sheet metal, extrusion, interior material, adhesives, sealants, oils, and cleanersused in maintenance, modification, and repair of aircraft and its systems.) Servicerequirements include the leasing of tooling and equipment, and AOG shipping of parts,materials, tooling, and equipment to various Global locations.a.All components must meet NASA quality standards (Q-forms 1 through 23, asapplicable; see attached,) and be accompanied by the appropriate certifyingdocumentation, e.g., FAA 8130.b.Repair/upgrade/overhaul of aircraft parts must be accomplished by a FederalAviation Administration (FAA) Certified Aircraft repair station in accordance with 14Code of Federal Regulations (CFR) 14 Part 14. c.AOG for parts, tooling, and hardware/materials includes both national andinternational locations. Vendors must be capable of getting theparts/materials/equipment/tooling to the requested location within 24 hours, whenapplicable.d.All deliveries shall be FOB Destination.Call orders will be issued against the BPAs, providing the specific information of eachorder. The period of performance for each BPA will be two years from the issue date.Specific orders will not exceed $100,000.This notice is being issued as an invitation to submit capability statements and pricelistings. The NAICS Code and the small business size standard for this procurement are 336413 and1,000 employees, respectively.The offeror shall state in their offer their size statusfor this procurement.All responsible sources may submit their capability statement and price listings, whichshall be considered by the agency.Submissions must include NASA reference number; the name, address, and telephone numberof the offeror; technical capabilities; delivery schedule capabilities (addressability/resources/approach to making timely deliveries and provide evidence of anestablished, efficient supply chain); quality assurance capabilities (address ability tocomply with the attached Q-forms and other required certifications, as applicable); pastperformance examples of similar, recent performance, with contract number and customerpoints of contact; price lists for both supplies and services, identified by aircrafttype; discount/payment terms; general warranty information; and taxpayer identificationnumber.Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), OfferorRepresentations and Certifications - Commercial Items with their offer. Telephone questions will not be accepted. Capabilitystatements and price lists shall be submitted in writing (e-mail) to Kari Alvarado notlater than November 9, 2009, 2:00 P.M. Pacific Standard Time. Selection and award will be in accordance with FAR 52.212-2 (JAN 1999) and will be basedon a trade-off among evaluation factors; therefore, the Government may consider award toother than the lowest price offeror or other than the highest technically rated offeror.The Government will award BPAs resulting from this solicitation to the responsibleofferor whose offer conforms to full or partial requirements and will be mostadvantageous to the Government, price and other factors considered. The following factorsshall be used to evaluate offers: a.Ability to meet technical and quality requirementsb.Ability to meet schedulec.Past Performanced.Price ListsTechnical, quality, schedule and past performance, when combined, are significantly moreimportant than price lists.A written BPA will be mailed or otherwise furnished to the successful offerors within thetime for acceptance specified in the offer whether or not there are negotiations afterits receipt, unless a written notice of withdrawal is received before award. Technical acceptability will be determined by review of information submitted by theofferor which must provide a description in sufficient detail to show that the productoffered meets the Government's requirement. It is critical that offerors provide adequatedetail to allow evaluation of their offer.
