Description
CHANGE TO THE PROCESS IN WHICH BID DOCUMENTS WILL BE RELEASED TO INTERESTED PARTIES. THIS PROCUREMENT IS A 100% SET-ASIDE FOR HUBZONE SMALL BUSINESS CONCERNS. Project consists of the construction of an office space on the Fifth Floor of the Kenneth B. Keating Federal Building, 100 State Street, Rochester, New York 14614. Upon completion the Fifth Floor plan is expected to utilize approximately 20,000 square feet. The Contractor shall provide all labor, material, equipment, tools, management, and supervision. Work shall include; but, is not limited to, construction of an office space with restroom facilities that will utilize the entire Fifth Floor. Areas to be constructed include enclosed offices, staff offices, conference rooms, copy room, mail room, reception area, office lunchroom and restrooms. Base work includes selective demolition, construction of walls, doors, suspended acoustical ceilings, mechanical to include a VAV control HVAC distribution system with associated controls, plumbing inclusive of two new restrooms, lighting, electrical, security devices, life-safety equipment to include fire protection, floor and wall finishes, and conduit system for audio and video systems. Option work includes the elevator lobby area. Magnitude of Construction: This construction project is estimated between $1,000,000 and $5,000,000 US. Performance Period: The required completion time is approximately 210 calendar days from issuance award. Procurement Information: A 100% Set-Aside for HUBZone Small Business Concerns. Offers from other than HUBZone Small Business Concerns WILL NOT BE CONSIDERED. The North American Industry Classification System (NAICS) Code for this project is 236220 and the size standard is $33.5 million. This is a sealed-bid procurement, Invitation For Bid (IFB), and shall be conducted in accordance with Federal Acquisition Regulation (FAR) Part 14. All responsible HUBZone sources may submit a bid which shall be considered by GSA. No telephone calls will be accepted. The tentative Solicitation release date is no earlier than 15 days after the posting of this Notice in FedBizOpps (http://www.fbo.gov). The General Services Administration (GSA) will issue the Solicitation on or about November 18, 2009. The Bid Opening will be on or about January 5, 2010. Bid, Performance, and Payment Bonds are required as per the Solicitation. The Solicitation (SF 1442) will be available through FedBizOpps (http://www.fbo.gov); however, the bid documents (specification and drawings) will not be available on this website. Interested vendors must complete a Document Security Notice form in order to receive the bid documents. Bid documents will be downloaded onto a CD and mailed to interested parties. The Document Security Notice Form is currently posted with the presolicitation at http://www.fbo.gov. Contractors are required to complete and submit the form and provide the supporting documents as indicated on the form. Once registered with CCR, you will be required to register with FedBizOpps (http://www.fbo.gov). No federal material can be downloaded until you have registered with both sites. Vendors are responsible for printing the IFB and all related documents. It is also the vendor’s responsibility to monitor this site for the release of the Solicitation, Amendments, and any related information. FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government system databases such as Central Contractor Registration (CCR) database, and it is available for use by all Federal Agencies. Any vendor submitting a bid is required by the FAR to use the Online Representation and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the FAR required representations and certifications previously found in Solicitations. With ORCA vendors now have the ability to enter and maintain their representation and certification information, at their convenience, via the Internet at http://orca.bpn.gov. Vendors will need to review and/or update the ORCA record when changes are necessary; annually to maintain an active status. THIS ACQUISITION IS SUBJECT TO AVAILABILITY OF FUNDS. Issuance of this PreSolicitation does not warrant that funds is presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this presolicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of Contract award.
