Description
NOTICE: The solicitation number for this procurement was changed from SP0600-09-R-0550 to SP0600-10-R-0510. Solicitation SP0600-10-R-0510 will be issued as a full and open competition for Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Services with the capability to receive, blend, test, store, protect, filter, and ship U.S. Government owned petroleum product through dedicated COCO pipelines to Bagram AB, Afghanistan. The storage requirement for this effort is 6,090,000 US gallons JP-8/JA-1, 3,000,000 US gallons Jet Fuel Russian Standard, TS-1 and 1,050,000 US gallons Fuel Oil, Diesel. The facilities will be capable of receiving U.S. Government-owned product via tank trucks 24 hours per day, 7 days per week, at pumping rates compatible with the mode of transportation tendered (600 gpm for tank trucks). The facility will be capable of receiving approximately 100 tank trucks per day. The facility will be capable of off loading 8 trucks at one time. A secure lot with tank truck loading will be provided by the Contractor, the inspection area will be just outside of the facility for force protection concerns to accommodate tank trucks waiting to off/upload product. Contractor must be able to support 50% of the storage requirement on award and 100% of the total requirement within 18 months. Period of performance is based on availability of storage. The solicitation will be issued on or about 2 November 09.
