- This is a request for information/sources sought notice (RFI) to assist the National Institute of Standards and Technology (NIST) for the purpose of conducting market research. A solicitation is not currently available, and unsolicited proposals in responses to this RFI will not be accepted. The NIST, Gaithersburg, Maryland is conducting market research for the following services. This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of all socioeconomic small business groups capable to perform the requirement indicated below. The draft Statement of Work is as follows: Background The National Institute of Standards and Technology (NIST) Data Center on Atomic Spectroscopy (below referred to as Data Center) is responsible for development and maintenance of several online reference Atomic Spectroscopy Databases, such as the NIST Atomic Spectra Database, NIST Atomic Energy Levels and Spectra Bibliographic Database, NIST Atomic Transition Probability Bibliography Database, and NIST Atomic Spectral Line Broadening Bibliographic Database. The data provided to the scientific community in these Databases are important for a number of national programs, such as the following: • Development of new sources of energy, such as magnetic fusion with tokamak machines. • Understanding spectra observed from ground-based telescopes and space-based telescopes such as the Hubble Space Telescope, Far Ultraviolet Spectroscopic Explorer, and the Chandra X-ray observatory. • Improvement of the energy efficiency of electrical lighting produced by High Intensity Discharge sources. • Development of advanced techniques for manufacture of computer chips by microlithography at extreme ultraviolet wavelengths. Scope of Work The Contractor shall extend the database structure and supporting software of ASD to implement storage and retrieval of data on isotopes of chemical elements and to include in ASD the data from the recently published NIST compilations on hydrogen, helium, lithium, beryllium, boron, and tungsten. The Contractor shall also utilize the public ISI Web of Knowledge database to increase robustness and usability of the ASD's bibliographic data provided to the database users by inclusion of direct links to the published articles and universal Digital Object Identifiers (DOIs). Lastly, the contractor shall technically represent NIST at three scientific conferences and present papers on the development of NIST Atomic Spectroscopy Databases as well as on the analysis of the Ne IV spectrum. Performance Requirement Summary Desired Output Required Services Performance Standard Monitoring Method Task 1. New ASD data for H, D, T, 3,4He I-II, Li I-III, Be I-IV, B I-V, 10B I-II, 11B I-II The new data in ASD shall be a unified self-consistent data set combining published compilations of energy levels, wavelengths, and transition probabilities for all spectra specified in the Task. The ASD data structure and supporting software shall be extended to support the data on isotopes of the elements. 100% inspection for compliance with agencies stated standards of accuracy, completeness, and levels of documentation that are currently in place for work carried out in the NIST Atomic Spectroscopy Group. The data inserted in ASD will be reviewed by the Technical Point of Contact. Task 2. Release of new version 2.0 of the NIST Atomic Energy Levels BD with a complete description of changes made to the public Web pages of the BD, and a summary of changes made to the bibliographic records 15,000 records of the NIST Atomic Energy Levels BD shall be edited to include direct HTML links to online journal articles and DOIs. Help, Version History, and all other relevant supporting Web pages of the BD shall be modified to reflect the changes made in the new version. 100% inspection for compliance with agencies stated standards of presentation and completeness of bibliography databases that are currently in place for work carried out in the NIST Atomic Spectroscopy Group. Report shall be submitted on time and be ready for publication in scientific journal as specified in the PWS. The modified Web pages and bibliographic records of the BD will be reviewed by the Technical Point of Contact. Task 3. Poster paper on development of online atomic-structure Preparation of title banner with NIST logo and approximately 10 descriptive sheets to be used for the poster. Sheets will demonstrate the major features and principles of the NIST atomic-structure databases and outline the directions of the new development. Alternatively, contractor may provide a single large poster prepared on a PC that contains NIST logo and all other relevant material. Review of deliverable by TIC Task 4. Release of new version 9.0 of the NIST Atomic Transition Probability BD with a complete description of changes made to the public Web pages of the BD, and a summary of changes made to the bibliographic records 8,200 records of the NIST Atomic Transition Probability BD shall be edited to include direct HTML links to online journal articles and DOIs. Help, Version History, and all other relevant supporting Web pages of the BD shall be modified to reflect the changes made in the new version. 100% inspection for compliance with agencies stated standards of presentation and completeness of bibliography databases that are currently in place for work carried out in the NIST Atomic Spectroscopy Group. Report shall be submitted on time and be ready for publication in scientific journal as specified in the PWS. The modified Web pages and bibliographic records of the BD will be reviewed by the Technical Point of Contact. This review will be completed within two weeks of submission of materials by Contractor Task 5. Poster paper on analysis of NE IV spectrum Preparation of title banner with NIST logo and approximately 10 descriptive sheets to be used for the poster. Sheets shall demonstrate the major features and principles of the NIST atomic-structure databases and outline the directions of the new development. Alternatively, the Contractor may provide a single large poster prepared on a PC that contains NIST logo and all other relevant material. Review of deliverable by TIC Task 6. Release of new version 3.0 of the NIST Atomic Line Broadening BD with a complete description of changes made to the public Web pages of the BD, and a summary of changes made to the bibliographic records 6,500 records of the NIST Atomic Line Broadening BD shall be edited to include direct HTML links to online journal articles and DOIs. Help, Version History, and all other relevant supporting Web pages of the BD shall be modified to reflect the changes made in the new version. 100% inspection for compliance with agencies stated standards of presentation and completeness of bibliography databases that are currently in place for work carried out in the NIST Atomic Spectroscopy Group. Report shall be submitted on time and be ready for publication in scientific journal as specified in the PWS. The modified Web pages and bibliographic records of the BD will be reviewed by the Technical Point of Contact. This review will be completed within two weeks of submission of materials by Contractor Contractor Minimum Qualifications The Contractor shall have prior experience in facilitating group events and summarizing the The Contractor shall meet the following requirements 1. Ten or more years of experience with critical compilation of data on wavelengths and energy levels of atoms and atomic ions as evidenced by citation of at least five journal publications in this field. 2. Demonstrated experience with programming for online databases. 3. Good working knowledge of methods of measurement and calculation of atomic spectroscopic data as demonstrated by educational and/or professional experience. 4. Experience with programs used in connection with high-level database operations: MySql, Excel, Word, Bibtex, LaTex, Apache, Perl, UNIX, HTML, Javascript, CGI Technology. This sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. Any organization responding to this RFI notice shall have the capabilities to provide the services of the NAICS code 541690. NIST is especially interested in receiving input from small businesses who can meet the above described capabilities. HOW TO RESPOND TO THE SOURCES SOUGHT NOTICE- Potential sources that possess capabilities to perform the aforementioned services are encouraged to respond to this notice and provide the following information: 1) Detailed narrative describing the company/organization's current capabilities that are directly relevant to the aforementioned work; 2) Description of each similar project completed by your company/organization as a prime Contractor or as a significant Subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of the project' (c) contract type used on the project (e.g., firm-fixed price, labor-hour, time-and-materials, cost plus-fixed fee, cost-plus-award-fee and cost plus-incentives-fee, etc); (d) indication of how long the project took to complete from start to finish; and (e) name, address, point of contact and phone number of the customer organization for which the work was done. 3) Current socio-economic status of your company as it relates to North American Industrial Classification System (NAIC) code listed above. 4) Indication of whether your company currently has an active registration in the Central Contractor's Registration at www.ccr.gov. Your submission must be received by 5:00 PM EST on Friday, November 6, 2009 by email to: jennifer.lohmeier@nist.gov. The capability statements shall be not more than twenty (20) pages on 8.5" x 11" paper, with 1" margins and a 12 point, commonly used font such as, Courier New or Times Roman in length. The Government reserves the right to contact any of the submitters to attain further market research. This contact may be in the form of direct Government/Submitter meeting(s). THIS REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT.
