Description
The Natural Resources Conservation Service announces a Request for Qualifications (RFQ) for qualified Land Surveying firms interested in contracting to perform surveying services at the Idaho locations indicated in the attached Statement of Work, (Attachment No. 1). The government contemplates the award of one (1) or more firm, fixed-priced contracts resulting from this competition. This procurement is a 100% small business set-aside. The NAICS Code for these services is 541360 - Geophyscial Surveying and Mapping. The successful surveying firm or firms will use the existing Grassland Reserve Program (GRP) topographical and boundary surveys of the properties indicated and shall install all boundary markers, and all GRP easement signs and sign posts as required for each property. GRP Surveys and GRP easement signs (without posts and mounting hardware) shall be furnished by NRCS. Work to be performed will be subject to satisfactory price negotiation prior to issuance of a contract and a Notice to Proceed (NTP). PRE-QUALIFICATION REQUIREMENTS Before an offeror can be fully evaluated, each offeror’s Standard Form 330 (SF-330) submitted will be reviewed initially to confirm that the offeror meets the following pre-qualification requirements. Offerors will be reviewed by NRCS to confirm that the offeror: (1) Is registered in the Federal Government's Central Contractor Registration list (CCR). A Data Universal Numbering System (DUNS) Number is required for registration in the CCR. For information regarding registration, contact the CCR Web Site at: http://www.ccr.gov. (2) Has completed and updated the required "Representations and Certifications" electronically at the US Government's Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov, (3) Has represented itself as a small business concern for the NAICS code 541360 in FAR 52.219-1 Small Business Program Representations in the "Representations and Certifications” ORCA website, (4) Is not on the US Government's Excluded Parties List System (EPLS) database as being debarred, suspended or excluded from receiving contracts from the US Government. (5) Is a licensed Professional Land Surveyor that is licensed to practice in the State of Idaho. Offeror must have been licensed in the State of Idaho for a minimum of five (5) years, and (6) Has been in business for a minimum of five (5) continuous years, performing boundary surveys in the State of Idaho. Offerors must meet all six pre-qualification requirements before the SF-330 is fully evaluated. If the offeror does not meet all six pre-qualification requirements the offeror will be considered non-responsive and will be disqualified from the competition. The SF-330 will then be returned to the offeror without being evaluated. SUBMITTAL REQUIREMENTS Those offerors that meet all six of the pre-qualification requirements described above and wish to be considered for evaluation must submit the required information to Chris Catherman, Natural Resources Conservation Service, 9173 W. Barnes Dr., Ste. C, Boise, ID 83709 to arrive no later than 4:00 p.m. November 13, 2009. Any incomplete submittals or submittals received after this time will not be accepted and will be returned to the offeror. Offerors should submit one (1) original and two (2) copies of Standard Form 330 (SF-330) Architect-Engineer Qualifications, (included at Attachment No. 2). The SF-330 must clearly indicate the principal office location of the offeror and the qualifications of the key personnel proposed to work on the contract showing all disciplines, all subcontractors, as well as their geographical locations. Offeror's must be a licensed Professional Land Surveyor that has been licensed to practice in the State of Idaho for a minimum of five (5) years. This individual will certify all work that will be performed by the offeror. Submit the name, registration number and date of registration of this individual. To be considered for evaluation, offerors should include three (3) example projects in Section F of the ST330, that best illustrate the proposed team's qualifications for performing the survey work required. Note: submitting less than three (3) example projects could result in a lower evaluation score. All parts of the SF-330 must be completely and accurately filled out with no missing or out-of-date information. Incomplete forms will not be accepted and will disqualify the offeror from the competition. Offerors must indicate their DUNS number on the SF-330. A missing DUNS number could result in the offeror being considered non-responsive. EVALUATION CRITERIA Firms responding to this announcement before the closing date will be considered for evaluation, subject to meeting all six pre-qualification requirements listed previously in this RFQ. Selection of firms for price negotiation shall be through an order of preference based upon demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. If the offeror meets all six pre-qualification requirements they will be considered responsive and their respective SF-330 will be evaluated using the following evaluation factors which are all of equal importance. (1) Professional qualifications necessary for satisfactory performance of the required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Geographical location to areas where the work will be required; (6) Demonstrated experience with similar types of projects in the State of Idaho. C., Boise, ID 83709 No questions will be accepted or further details given by fax or by telephone. This is not a Request for Proposals. The attached SF18 is not required for the evaluation of this solicitation. Please do not include in your submitted package. Award will be based on the above Evaluation Qualifications.
