- This is a Request for Information only. The purpose of this sources sought notice is to determine the interest and feasibility of small business set-asides. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. PLEASE NOTE THAT THIS NOT A REQUEST FOR PROPOSALS, NO SOLICITATION EXISTS AT THIS TIME. The National Institutes of Health, (NIH), Office of Extramural Research (OER), Office of Policy for Extramural Research Administration (OPERA), Division of Extramural Inventions and Technology Resources (DEITR) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing professional, technical and administrative support to the Division. All responding firms are requested to identify their firm's size and type of business. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the Small Business Standard is $7 million. Teaming arrangements and joint ventures may be considered for any subsequent procurement based on the Government's market research, provided the prime contract is awarded to an applicable small business and that small businesses provide fifty percent or more of the support. The Division (1) ensures proper and complete compliance with Bayh-Dole Act, (35 USC §200-212), extramural invention patent reporting regulations, policies and procedures; (2) informs NIH extramural grantees, contractors, and NIH staff of their responsibilities through various policy and administration manual issuances, and instructions and commentary in the NIH Guide for Grants and Contracts; (3) receives and maintains all documentation relating to extramural inventions made with the assistance of research grants or research and development contracts from NIH; (4) promotes the proper utilization of patents and inventions in extramural programs through guidance or referral on licensing agreements and distribution of shared resources; and (5) develops the business process and contributes to the development of IT functionality for invention reporting across 27 participating Federal agencies. iEdison (which stands for Interagency Edison) is a part of the NIH extramural Research Administration (eRA) system and helps government grantees and contractors comply with the Bayh-Dole Act. Bayh-Dole regulations, found at 37 CFR 401, require that government funded inventions be reported to the federal agency who made the award. The electronic Research Administration (eRA) provides information technology solutions and support for the full life cycle of grants administration functions for the National Institutes of Health (NIH), Operating Divisions of the Department of Health and Human Services and other federal agencies. eRA is in use by over 100,000 individual researchers and about 9,500 research institutions worldwide. iEdison is used by the NIH, DEITR to carry out its responsibilities related to Bayh-Dole and to assist other federal agencies and their grantees and contractors in reporting funded inventions. The capability statement for this sources sought market survey is not expected to be a proposal, but rather statements describing the responding firms existing experience. The capacity statement should address each of the following questions: 1) What is your experience with providing Program Support Services including the following functions: overall project management, management of on-site contract personnel, performance measurement, project communications, project budgeting, human resources management? Provide specific examples where your firm has provided these functions to a federal agency and examples business practices your firm utilizes for quality management. 2) What is your experience in providing business process re-engineering, business process automation, integration, information systems integration, and proposing and supporting implementation of strategies, and providing unbiased advice to management and government staff regarding improvement and streamlining program management activities? 3) What is your experience with using initiative and strategic thinking in providing advice and recommendations on new and innovative solutions not specifically solicited by government management or staff? 4) What is your experience in providing information and services in a customer- facing environment and hiring personnel with strong abilities to interact positively and effectively with extramural research personnel having different professional backgrounds? 5) What is your experience in providing a variety of support services to meet dynamic mission needs in a timely manner; specifically as it relates to provision of data responsive to time-sensitive inquires? 6) What is your experience in facilitating and managing large and complex programs involving interaction with management at various levels within an agency or firm? 7) What is your experience with performing studies, producing reports, participating in and/or facilitating cross-agency communication and workgroups, and developing and giving presentations? 8) What is your experience in overseeing IT system functionality with an array of data? Provide descriptions of IT systems and level of involvement. 9) What is your experience in providing services accessing a website with an associated database that contained personally identifiable data (PII), and otherwise confidential information and what training and security measures did you employ to protect the personally identifiable information (PII) data? 10) What is your experience and familiarity with the life-cycle of federal funding instruments including grants, contracts and cooperative agreements and specifically with post-award management? Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). The capability statement shall be in sufficient enough detail, but not exceed 10 pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of three customers (Government/non-Government) within the past 5-year highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Two (2) copies of the capability statement must be received at the address identified in this synopsis before 12 noon p.m. local time at designated location on November 16, 2009. Only Electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov. The e-mail shall contain the following subject line: Sources Sought - OER, OPERA, DEITR Support. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
