- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support Basic and Advanced Combat Trauma Training Services for the Training and Education Command (TECOM). The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 611710. The Training and Education Command at Marine Corps Base (MCB) Quantico, Virginia has a requirement for Subject Matter Expert (SME's) implementation and execution of Basic and Advanced Combat Trauma Training with Live Tissue to the Marine Expeditionary Forces. The Training and Education Command requirement will include: (1) Capability to provide both Basic and Advanced Combat Trauma Training with Live Tissue that adheres to the categories (level of training) outlined in the latest version of the Pre-Hospital Trauma Life Support Military Manual. The Basic Course curriculum shall meet the academic training needs of the Marine Combat Lifesaver. (2) Capability to meet qualifications including certification, by the Headquarters, USMC Health Services (HQMC-HS), to conduct the Combat Trauma Training (CTT) with Live Tissue Training (LTT); skilled in the care and handling of live tissue patient models and knowledgeable in the anatomical differences and similarities to the human model, and possess a full understanding of tactical military operations as performed by Marine Corps personnel and possess training in theory and application of volume expanding and blood-clotting agents accepted for use under Tactical Combat Casualty Care (TCCC) guidelines and the Pre-Hospital Trauma Life Support, Military Manual. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance directly related to the objectives and qualifications in the above areas; (2) copy of required certifications, or status of certification, if pending approval; (3) Notations of time to complete previous, similar efforts and a description of any quality processes applied; (4) Link to the respondent's GSA Schedule (if applicable), or attached file of same; and (5) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address. Response is due by 2:00 PM EST on Friday, 13 Nov 2009. Please submit e-mail responses to Carol Neely at e-mail address carol.neely@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
