Description
Packaging Form Revised PWS FA8509-09-R-23400-0001 *** FA8509-09-R-23400-0001, dated 30 Oct 2009 *** Based on proposals received under RFP FA8509-R-23400, Lightweight Paratroop Doors, the Government has concluded ambiguities contained within the Performance-Based Work Statement, the lack of critical evaluation information under Sections L and M, and the best estimate quantities (BEQs) requested in the CLIN structure under Section B, may have created an environment not conducive to adequate competition based on a huge disparity between all offerors. Therefore, while the scope of the requirement for the Lightweight Paratroop Doors is not changed, the Government is amending RFP FA8509-09-R-23400 in an attempt to provide a more clear, concise Performance Based Work Statement and evaluation factors. Amendment 0001 cover page, dated and signed, is required to be returned simultaneously with all revised pricing and technical volumes/proposals no later than 4:30 pm EST, 16 November 2009. Digital proposals are required and should be sent via email to wendi.lough@robins.af.mil with a cc to Beckie.King@robins.af.mil. Hard copies will not be accepted. The following changes have been incorporated in to the RFP as follows: Section B - CLIN structure has been updated to include references to specific PWS paragraphs in an attempt to provide clarity; firm quantities provided for Group A and B kits. Section I - Transportation and Packaging information has been updated to included the use of a MORD instead of a TAC. Section J - PWS revised to add specific information and required details for spring requirement. Sections L and M - Revised Technical Evaluation Factors
