Description
The United States Marine Corps Systems Command (MARCORSYSCOM), Armor & Fire Support Systems (AFSS), of Quantico, Virginia seeks sources and information for headsets for hearing protection and communication. The headsets shall provide hearing protection while operating the Internally Transportable Vehicles (ITV) and a means for multiple communication connections. The requirement is for two types of headsets and an adaptor. One set being the communications set, which will include communication (microphone) and hearing protection. This headset must be compatible with existing VRC-111/PRC-148 radios currently fielded to EFSS and ITV fielding units. The second headset requires hearing protection without communication capabilities (i.e. microphone). Both headsets shall meet the following requirements of the PELTOR MT14H682BB-47 or equally compatible and the PELTOR MT15H69BB-08 or equally compatible: (1) Meet the EFSS/ITV Programmatic Environment, Safety, and Occupational Health Evaluation (PESHE) requirement of providing double hearing protection against acoustical energy (impulse noise) of muzzle blast acoustic signatures greater than 190db. Hearing protection capability must be double hearing protection with a minimum 25db cut-off. (2) Meet the 'behind-the-head' requirement to assist wearing while not effecting use with Kevlar helmets. (3) Must have Dual Push to Talk (PTT) capability. (4) Headsets and dual radio input adaptor (i.e. PELTOR FL701) must be compatible with and be capable of plugging into the MBITR Vehicle Adapter Amplifier (AN/VRC-111) used by the Marine Units. (5) Must be able to endure various environmental conditions/terrains and have ballistic protection. Other preferred specifications are: (1) Automatic shut-off after two hours of no active functions. (2) Warning when battery power is low. (3) Minimum battery life of 250 hours. (4) Polarity protection in the case batteries are inserted incorrectly (5) On/off switch and volume control. Interested offerors must be able to deliver 334 each of MT17H682BB-47, 334 each of FL5701, and 478 each of MT15H69BB-08 (or items of equal compatibility). First delivery of headsets and adaptor must be no later than 09 December 2009 of 150 per item. The Governments seeks to determine the degree to which the requirements can be met with current or planned products and/or whether other compatible products are readily available. This data will help the Government shape its acquisition strategy for this capability. This Request for Information (RFI) is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. Interested offerors shall submit responses in a Microsoft Office compatible format, not to exceed 10 pages, Corporate and Technical points of contact, and identify ability to meet or exceed the requirements identified above by no later than 3:00 PM Eastern Standard Time, 06 November 2009. Offerors should also include their business size/type, and past performance for the same type of services, if applicable. All submissions shall be UNCLASSIFIED. Responses to this RFI shall be electronically transmitted to Marine Corps Systems Command to Brittney Parker at brittney.parker@usmc.mil.
