Description
The Program Manager Individual Combat and Equipment (PM ICE), Marine Corps Systems Command (MARCORSYSCOM) is conducting market research to identify potential sources for Alpine Touring Type Ski Bindings. These ski bindings will be used with other components of the Marine Corps All Terrain System to provide a ski system that is versatile for all terrain skiing in snow, glacier, and compartmentalized terrain (wooded and rocky areas). The bindings shall have the following characteristics:.Simple, durable, easily mountable, adjustable, and light weight..Alpine Touring style offering both a locked down heel for downhill skiing and an unlocked heel for uphill skiing and touring on rolling terrain..Adjustable safety release setting which can be set according to skier weight, ability, and skier type that will activate in case a skier falls or incurs an avalanche. Releasing shall be adjusted on both a lateral and vertical axis..Connection to the ski boot through four (4) points of metal to metal contact, two (2) at the toe and two (2) at the heel..Offer an elevated heel position to reduce fatigue resulting from long steep ascents..Use of the boot sole to provide a rigid and stable base for transmitting skiing power to the ski base and edges..Linking bar shall not be used to connect the heel and toe, in order to ensure zero lifted weight while the binding is in touring mode and to keep the binding as light weight as possible..Perform its intended functions in temperatures down to -40 degrees F..Color of the binding shall be a dull white snow finish. Color must not be shiny..Binding must accommodate/adjust to different boot sizes ranging from men's sizes 3 -16.5 (USMC Tarrif sizes). The bindings will integrate the alpine ski and ski boot to allow combat-loaded Marines weighing approximately 250 pounds to maneuver through snow and icy terrains. As such, the bindings must be compatible with the following components of the Marine Corps All Terrain Ski System: Ski, Ski Boot, and Adjustable Ski Poles. Skis: The skis utilized by the Marine Corps are wider and shorter allowing Marines, weighing as much as 250 lbs, to maneuver through all snow conditions and terrain, to include compartmentalized (wooded and rocky) and glacier areas. The skis have the following characteristics:.Wood core, laminated finish with steel inserts for binding attachment reinforcement..Straight tail design having the following side cut dimensions:oTip (toe) width 110cm (+/-3cm)oWaist width 80cm (+/- 2cm)oTail width 100cm (+/-3cm).Single camber..Torsion ridged for ease of turning and edging..Metal edges. oOne-half inch hole in shovel for attachment of Marine Corps Casualty Evacuation Sled.oTip and tail connectors for skins..Capable of being used with the USMC standard snowshoe..Perform intended functions in temperatures down to -40 degrees F..Pair weight shall not exceed 5 lbs (+/_6oz)..Available in dull-snow camouflage pattern..Available in two (2) sizes: 170cm and 170cm Ski Boots: The ski boot must have a combination of features found both in backcountry boots and touring boots, to include the following:.Lightweight, warm, and comfortable..Must be able to fit an Alpine Touring type binding with Teck fittings..Must be waterproof..Removable, replaceable thermal liner which aides in snug fit, comfort, and warmth of the boot..Sufficient easy lock straps, and buckles, or a combination of both are required to adjust the form fit of the ski boot to the user's ankle and foot..Outer design must be a rugged, adjustable plastic type finish, allowing the skier control of ankle and foot movements in all snow conditions and terrain..Must accept the standard 3 pin style ski binding..Must have a "Vibram" type sole..Must have a forward lean of 19 to 23 degrees..Must allow for a full range of motion (toe bellow that allows forefoot flex and easier touring, and a combination of ergonomic bellows that allow a natural walking motion)..Must allow Marines ability to drive and maneuver vehicles..Must allow use with a full gator and not hinder binding..Perform intended functions in temperatures down to -40 degrees F..Pair weight, including liners, must not exceed 6 lbs..Color of the binding shall be a dull white snow finish. Color must not be shiny Available in half sizes, ranging from 3 to 16.5 9USMC Tarrif sizes for men). Ski Poles: The ski poles must be adjustable; two piece aluminum poles to provide support and stability while used for skiing, backpacking, or snowshoe movements. The poles have the following characteristics:.Made of 7000 series aircraft aluminum with 1mm thick wall..Construction will be no less than 18mm diameter at the top of the pole and no less than 16mm diameter at the bottom of the pole..Adjustable to a length of 155cm..Easy lock expander system and double locking torque lock to reduce slippage..Handles shall be constructed of rubber like material to help reduce cold hands..Available with two (2) baskets: one each for powder and hard pack snow..Capable of supporting the weight (approx 250 lbs) of a fallen Marine to lift oneself from a fallen position (horizontal to vertical position)..Perform their intended functions in temperatures down to -40 degrees F..Color of the binding shall be a dull white snow finish. Color must not be shiny. Request for Information (RFI) submissions should include company name, address, business size (i.e., small business, small disadvantaged business, large business), point of contact, and email address. Responses should incorporate as much detailed information as possible to include, but not limited to, product literature, brochures, test data (if available), price lists, warranty coverage, capability, past performance and any other relevant information. Any proprietary information submitted may be used in establishing requirements, but specific offeror information will be safeguarded as proprietary. There is no page restriction associated with this RFI. The Marine Corps will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements outlined above. Interested vendors are requested to submit their responses no later than 2:00pm Local Time, 10 November 2009. All submissions shall be UNCLASSIFIED and include one (1) hard copy versions along with one (1) electronic (soft) copy on a CD-ROM formatted for a personal computer. The Government reserves the right to reject, in whole or in part, any contractor's input submitted in response to this RFI. Responses to this RFI will not be returned.
