- rfq This is a combined synopsis/solicitation for services prepared in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Operations Services, located in Seattle, WA has a requirement to provide housing in Portland Oregon for crew of NOAA Ship Rainier during major repair period (MRP). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is 100% set aside for small business concerns under the NAICS 721110 with a small business size standard of $7M. Employees of NOAA Ship Rainier will be working in multiple locations for the duration of the MRP. The Rainier personnel who will be working in the yard will require housing while the ship is uninhabitable. It is preferred to have flexibility in the number of rooms avilable at any given time. It is possible that some personnel will depart the area for the weekends, and not require a room for that time; the preferred location will not charge the government for any unused rooms. Vendors responding the solicitation must be able to meet the following housing requirements listed below: 1. Internet access 2. Cable TV 3. Fully furnished 4. Kitchenette with basic tools (plates, utensils, microwave, refrigerator, etc.) 5. Parking for two government vehicles 6. Commuting distance (<20 mi) to ship yard location Ship yard address: Cascade General Portland Shipyard 5555 North Channel Avenue Portland, OR USA 97217 7. Flexibility in number of rooms avilable at any given time In addition, the most desired location will be within walking distance to a grocery store, restaurant, minimal commuting traffic congestion, and public transportation. Estimated room requirement are as follows: Jan 2010- 6 single room Feb 2010- 6 single room March 2010- 6 single room and 1 double April 2010- 6 single room and 1 double May 2010 - 6 single room and 1 double June 2010- 6 single room and 1 double July 2010- 7 single room and 4 double Aug 2010- 8 single room and 4 double Sept 2010- 7 single room and 4 double Rooms will be on as needed basis, exact count will be provided at least 24 hours in advance. Only firms that can meet the exact requirements described herein will be considered. A fixed-price, indefinite-delivery/indefinite-quantity contract will be issued with period of performance of nine (9) months from date of award. Unit prices shall be inclusive of all applicable service fees. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
