- QUESTIONS and ANSWERS Question #1 Is there an incumbent currently providing the education & training services? ANSWER: YES Question #2 If there's an incumbent, who is the contractor, what is the contract number, award/exp date, and value? ANSWER: Genesis Concepts & Consultants, W81K04-05-P-7004, Awarded 1 Apr 2005 31 January 2010, $2,920,801.00, Base: 10 months plus 4 one-year options. Question #3 Is this work for one year or will there be options years? ANSWER: NO, this requirement will be for Base plus 4 one-year option years. Question #4 Based on the synopsis, I assume these are new positions and there is no existing contract and/or existing military training cadre in place performing this work now. Can you confirm that? ANSWER: This is a follow-on requirement and a contract in place. Question #5 Do you have a general acquisition timeline/schedule laid out? ANSWER: Award date is approximately 15 December 2009. Question #6 Are these full time Level Of Effort positions? ANSWER: No, the requirement is performance-based services acquisitioin for non-personal services. Question #7 Is there any travel involved or will all training be conducted at Fort Sam Houston? ANSWER: No, travel involved, training will be conducted at Fort Sam Houston and/or Camp Bullis, Texas. Question #8 Are you willing and/or able to consider an SDVOSB set aside? ANSWER: Per FAR 19.1405(b)(1), only if we have expectation of receiving offers from two or more SDVOSBs. Question #9 Is a security clearance required for the instructors? ANSWER: NO, security clearance is not required for instructors. Questions No. 10 thru No. 15 are all answered after Question No. 15. Question #10 Can you provide information on the training audience? Who will receive the training and if known, in what training courses/programs of instruction will this training be provided? Question #11 Is courseware development part of the task or is that material already developed? Question #12 How many classes/courses and students over what period of time? Question #13 Are the classes at separate times or are they overlapping? Question #14 Does the SOW include developing the on-line training modules as well? Question #15 Is there any curriculum development required for this effort? ANSWER: The Army Medical Department (AMEDD) Business System is an advanced, complex set of information systems integrating hospital and support area information into the following functional areas: Pharmacy, Radiology, Laboratory, Nursing, Patient Administration, Medical Logistics, Preventive Medicine, Patient Appointment and Scheduling, and Clinical Dietetics. The ABCS is a group of systems including automated command and control processors, communication networks, tactical operations center redesign packages, and new procedures for business processes. Contract instructors shall administer the Program of Instruction (POI) and lesson plans for the ABCS and the AMEDD Business Systems in support of the AMEDD Institutional Digital Education Plan. Duties include: development of lesson plans; implementation; and training of ABCS and the AMEDD Business Systems in support course POI. Work shall be performed for courses within the Medical Education Campus (METC) and the AMEDDC&S. Students will be from all military services (enlisted; officer and civilian). The location will be at Ft Sam Houston, Texas or Camp Bullis, Texas. Some of the systems that the contractor will be responsible for teaching are as follows: Army Knowledge Online; Health Insurance Portability Assurance Act; Composite Health Care System; ALHTA; Joint Medical Workstation; Medical Communications for Combat Casualty Care; ABCS overview; Force Battle Command Brigade and Below (FBCB2) overview and operator; Command Post of the Future;, Maneuver Control System; Battle Command Sustainment Support System; and Microsoft Office products. The course length will range from 1 hour to 24 hours. Student to instructor ratio is dependent upon each lesson plan. On average there is one instructor for every 15 students if there is hands-on computer work for that lesson plan.
