- This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA’s use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA’s evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Scope: The U.S. Department of Transportation, National Highway Traffic Safety Administration’s (USDOT/NHTSA) Office of Behavioral Safety Research (OBSR) conducts research and evaluation projects dealing with behaviors and attitudes in highway safety issues. Program focus is on drivers, passengers, pedestrians, and motorcyclists. The OBSR is interested in conducting a study examining pedestrian crashes involving adults of Hispanic origin to gain further insight into risk factors and crash types facing this population. Furthermore, it will examine and explore the extent to which culture/acculturation plays a role in pedestrian crashes. This would allow NHTSA to better target pedestrian safety initiatives for Hispanic populations. The objectives of this study are to: 1. Conduct an epidemiological study on pedestrian crashes involving Hispanic pedestrians using traditional sources- police accident reports (PARs), death certificates, hospital records 2. Identify and compare risk factors and pedestrian crash types between Hispanic pedestrians and the general population 3. Identify circumstances and geographical factors related to the crashes 4. Conduct in-depth interviews with individuals of Hispanic origian who were involved in pedestrian crashes 5. Identify acculturation status, socioeconomic factors, and family characteristics of injured/killed Hispanic pedestrians 6. Determine the extent to which culture/acculturation plays a role in pedestrian crashes Capability The corporate capability statement is expected to address the capabilities required to support the scope section above, along with the characteristics identified below. Experience and expertise carrying out an epidemiological study in health- related areas. Describe the firm’s experience working with raw data, such as hospital records and/or established health related datasets, such as Vital Statistics datasets, either at the local, state, and/or national levels knowledge of traffic safety data such as FARS, State crash data, police accident reports and experience analyzing traffic-related data Experience and expertise developing and structuring databases using statistical programs (e.g. SPSS, SAS, STATA) and analyzing quantitative data to identify risk factors Experience and expertise conducting qualitative research (e.g. in person /telephone interviews, focus groups). Describe the firm’s experience and knowledge of computer software programs used to analyze qualitative data, such as NUD*IST, Nvivo. Experience working with Hispanic populations and non-English speaking Hispanic populations Experience and expertise working with tools/instruments to assess acculturation status Translation and transcription services capabilities Experience and expertise in preparing documents and activities necessary for the review by an Institutional Review Board (IRB) Experience and expertise writing detailed analytic reports Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
