Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Naval Air Systems Command, Patuxent River, Maryland, Program Management Office (PMA-207) desires a solution to replace the propeller control system with a more reliable and maintainable system or components that will provide lower operating and support cost. The performance Work Statement (PWS) defines the work necessary for design and installation of an Electronic Propeller Control System (EPCS) for the United States Navy C-130T aircraft. The 54H60 propellers currently utilized on legacy C/KC-130’s was developed in the late 1950’s. Each propeller has a control system contained in a mechanical valve housing assembly. The mechanical valve housing implements propeller control functions such as speed governing and blade angle schedule, which provide desired thrust control. The control logic is executed with cams, levers and linkages. Its reliability and maintainability is limited by its complex design. The 54H60 propeller system on the current legacy C/KC-130T aircraft is the highest system degrader of the weapon system, and the control system is the single greatest driver. In addition each aircraft has one analog electronic Synchrophaser, which controls the rotational position of each propeller relative to another. This requirement, including installation in up to 30 aircraft, needs to be completed not later than March 2013. The period of performance includes a twelve (12) month base period with four option years. The Request for Proposal (RFP) number is: N00019-10-P7-ZD034. Identified by the North American Industry Classification System (NAICS) Code 336413, the Government intends to award a Cost Plus Fixed Fee Contract for these services. Contractors who believe they possess the demonstrated expertise and experience in functionality shall submit electronically a statement of their capabilities to: Naval Air Systems Command Point of Contacts (stephen.whittaker@navy.mil) and (teri.berrian@navy.mil ) no later than 16 November 2009. With the Capability Statement, interested firms shall indicate whether or not they are a large business, small business, small disadvantage business, woman owned business, or other type and include their contact information. Interested parties are encouraged to provide benefits and disadvantages of each methodology. This sources sought is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
