Description
This solicitation N10PS30009 was formerly numbered Solicitation 8010-01. Solicitation 8010-01 is no longer a valid number for this DOI procurement. Closing date of N10PS30009 is December 1, 2009. Solicitation N10PS30009 seeks on call (OC) flight services consisting of small (not more than 7,000 pounds approved gross weight), turbine engine, minimum of three-passenger seat helicopters to support Department of the Interior, (DOI) bureaus and cutomers in their transport needs within the Conterminous 48 States. Contractor services include provisions of small helicopters, pilot(s), fuel, aircraft maintenance support, and all other associated equipment, as prescribed in the government's solicitation. Mission activities are for interagency fire management program and other related resource support and may include, but are not limited to, fire suppression, fire monitoring, initial attack, prescribed fire, aerial ignition, rehabilitation seeding, offshore vessel landings and extended over water flights and nd other administrative activities. The Government reserves the right to negotiate pricing with those offering helitorch pricing and availability of seeding buckets in the event individual projects of 30 days or less are needed and are planned in advance by DOI bureaus and customers. If you are interested in supporting fire management program aircraft activities for DOI bureaus and customers you should submit an offer in response to this solicitation. DOI ARAs do not provide fire management support to DOI bureaus and customers. Contractor(s) must possess a Federal Aviation Administration (FAA) certificates issued under 14 CFR Part 135, 133 and 137. Aircraft offered must also be carried on the Contractor's list required by 14 CFR Part 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. The contract period will be from the May 1, 2010 through April 30, 2011 for the first year with options to renew for two additional years. This is the only DOI on call small helicopter solicitation that is planned for issuance for the next three years. If you operate types of aircraft that meet the minimum aircraft requirements and are interested in supporting the DOI under DOI procurement systems, you will need to submit a proposal as provided herein and subsequently be awarded a contract from the solicitation. Multiple awards are expected to be made. If an individual aviation vendor holds a DOI ARA and the same services can be provided via the on-call helicopter contract, the ARA may be cancelled. We plan on eliminating duplicate procurements when possible. It is a requirement that any successful awardee must be registered in the Central Contractor Registry (CCR) prior to award being made. It is the offeror's responsibility to ensure registration is accurate and valid.
