Description
This sources sought announcement is for information and planning purpose only; it is not be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Defense Logistics Agency Contracting Services Office – Columbus (DCSO-C) located at the Defense Supply Center Columbus (DSCC) in Columbus OH intends to procure heating, ventilation and air conditioning preventive maintenance services and minor construction using 8(a) set aside, HUBZone small business set aside, Service Disabled Veterans owned small business set-aside or 100% Small Business Set aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two qualified 8(a) small business concern, are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified 8(a) small business concerns according with FAR Part 19. If at least two qualified HUBZones are determined by the Government to be capable performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified HUBZones. If at least two qualified Service Disabled Veteran owned small business concerns are determined by the Government to be capable performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a set aside for Service Disabled Veteran owned small business. If at least two qualified small business concerns are determined by the Government to be capable performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a set aside 100% for small business. If capability packages are not received from at least two responsible small business concerns as cited above in accordance with FAR 19 by the requested response date or the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competition procedures. Capability packages are requested to be submitted by small businesses only. Interested small business concerns that are qualified as 8(a), HUBZones, and/or Service Disabled Veteran owned small business concerns or small businesses in NAICS code 238220 with a standard size of $7.0M are encouraged to submit a capability package. The capability packages for this sources sought shall not be proposals, but rather statements outlining the company’s existing experience to demonstrate capabilities for the requirements specified below: Service and maintain all heating, ventilating and air conditioning equipment located in 28 buildings (including a seven story 700,000 square feet office building) on a 530 acre site at DSCC. Equipment to be serviced includes chillers, water towers, air handling units, dampers and damper operators, VAV boxes, condensers, circulating pumps, valves, circulation fans, exhaust fans, unit heaters, boilers (two buildings only), chemical feed systems for chilled, hot and condensate water systems; air compressors, window air conditioning units, ice machines including water filters, walk-in coolers, generators, control systems, etc. Responsibilities include equipment motors and all associated electrical components through and including disconnects switches. General plumbing services necessary to operate, inspect, calibrate, test and perform preventative of plumbing equipment and systems found in 54 restroom plumbing systems containing 204 toilets, 56 urinals and 215 sinks; 30 break room sinks; 48 drinking fountains; two eyewash stations; potable water booster pumps and building sump pumps. Furnish and replace batteries in automatic faucets as required (four size C batteries per faucet, approximately 215 faucets). Adjust mixing valves on faucets as required. Furnish and install toilet, urinal and sink washers, fittings, rebuild kits, etc., as necessary to stop leaks and regulate proper flow. Respond to natural gas leaks and/or odors. The contractor will respond to service requests for leaking fixtures, clogged toilets, clogged drains, clogged piping, etc., as required. Responsibilities also include forty-six (46) backflow preventers requiring annual testing and inspections; and 2 sewage lift stations. Ability to respond to Service calls with response times of 1-4 hours depending on the nature of call and Emergency calls with response times of.25 to 1 hour depending on the nature of call. Contractors outside a 20 mile radius should address what processes are established to handle the response time requirements. Your response must include the following: (a) a positive statement of your intent to submit a offer for this solicitation, (b) a statement identifying your certified small business designation, (c) Past performance information providing- evidence of experience in work similar in type and scope to include contract numbers, length of contract, project titles, dollar amounts, points of contact and telephone numbers, (d) Identification of certificates and licenses that your skilled labor workforce possesses to perform these services and (e) Identification of management capabilities, management controls and procedures which ensure successful performance, (f) Your company name, point of contact (POC), address, phone number, e-mail address and business size under the above NAICS code of 238220 and (f) number of years of experience performing similar type and scope of work. Contractors are reminded that should this acquisition become an 8(a), HUBZone, SDVOSB, or small business set aside, FAR 52.219-18 Notice of Total 8(a) set-aside, FAR 52.219-3 Notice of Total HUBZone set-aside, 52.219-27 Notice of Total Service Disabled Veteran owned small business set aside or FAR 52.219-6 Notice of Total Small Business Set Aside, will apply. Your response is required by November 16, 2009. Capability packages must be submitted as a compact disk compatible with Microsoft Word 2007 and in sufficient detail for a decision to be made on 8(a), HUBZone or Service Disabled Veteran owned small business set aside or small business set aside. A decision on whether this will be pursued as a 8(a), HUBZone or SDVOSB or small business set aside, will be posted on the website at http://fbo.gov. in the form of a solicitation on approximately Dec 1, 2009.
