- The United States Department of Energy, Idaho Operations Office (DOE-ID), anticipates conducting a limited competition for Advisory and Assistance services in support of the Office of Nuclear Energy (NE). This competition is being limited to business entities in the commercial nuclear industry field that have the experience and expertise needed to perform the services required under the resultant awards. Universities, colleges, and national laboratories and their Maintenance and Operations (M&O) contractors are excluded from participation. Foreign participation will be permitted at the prime contractor level. The statutory exemption for limited competition is 41 USC 253 (c) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Teaming arrangements are allowed from partners with expertise in nuclear fuel cycle facility operations; nuclear facility design; reactor and component vendors; and commercial electric utilities with nuclear power plants, etc. DOE anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) type contracts under the request for proposal(RFP). This acquisition will be conducted under the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Resulting contracts will have provisions for the issuance of both fixed price and cost-type task orders. The RFP will be posted on the Federal Business Opportunities website on or about November 19, 2009. Under the resulting awards, the contractors will provide services to support the DOE Office of Nuclear Energy (NE). These services may include studies, training, tours of operational nuclear facilities, support of research and development (R&D) activities, analytical assessments, conceptual designs, advice on policy development, and advice on R&D requirements. In rendering the foregoing services, it is anticipated that the contractors may provide information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and the aid of support personnel needed for the successful performance of the ongoing NE mission. Proposals shall be due approximately thirty (30) days after the RFP issuance date. The period of performance is expected to be one base year with four (4) one-year option periods. Additionally, resultant contracts may include the clause FAR 52.217-8, Option to Extend Services. The North American Industry Classification System (NAICS) code is 541990, ?All Other Professional, Scientific, and Technical Services.? The small business size standard is $7M. This acquisition is not a small business set-aside. The Government intends to award contracts in the February 2010 timeframe. Award(s) will be made on a best value basis. Place of Performance: various locations in the United States and worldwide. This solicitation is open to small and large businesses; all responsible sources may submit a response which, if timely received, will be considered.
