- APPROXIMATE SOLICITATION ISSUE DATE: Nov/Dec 2009. The 55th Contracting Squadron will be conducting the solicitation and award of a 100% Small Business Set-Aside competition, non-personal services, cost-plus award fee with cost reimbursable and firm-fixed CLINs for a follow-on contract for a base period and four (4) one-year option periods. This effort is to provide systems engineering and technical services with emphasis on precise Positioning, Navigation, and Timing (PNT) technologies and operational support to the Joint Navigation Warfare Center (JNWC). The Government anticipates issuing a Request For Proposal (RFP) for the performance over a five-year period. This period will be a base year and will include four one-year options for the following four fiscal years. The objective of this effort is to obtain: management, engineering, operations research and analysis, modeling and simulation, warfighter operations, training, exercises, intelligence analysis, data management, information technology (IT), administrative, security, and equipment management. For this purposes of this acquisition Navigation Warfare (Navwar) involves offensive and defensive military operations to ensure accurate positioning, navigation and timing (PNT) information is available from a broad range of PNT sources, while denying that information to adversaries and minimizing the impact to peaceful PNT users. Navwar effects are achieved by employing components of Information Operations, Electronic Warfare, Space Operations and Computer Network Operations, and are further supported by Spectrum Control measures and Intelligence, Surveillance and Reconnaissance capabilities. The contractor must have demonstrated experience in the following: - Provided test support in the evaluation of operational capabilities and vulnerabilities in PNT degraded or denied environments, the characterization of new and emerging PNT threats, the base-lining of US and coalition systems to detect and geo-locate PNT threats, the ability of US and coalition forces to deny adversary use of PNT, and the ability of US and coalition forces to protect their own use of PNT - For Navwar related tests, the contractor provided to support test development, planning, execution, analysis and reporting - For service, federal, joint, coalition, and/or international training events, examples include command post exercise, field exercise, trials, or training events, the contractor supported the review of the exercise and training objectives, developed realistic scenarios to support operational Navwar requirements, and provided field and/or command post support during the event - The contractor applied knowledge of Navwar vulnerabilities, capabilities, and system operations to support Warfighter operations and to operationalize Navwar concepts - The contractor provided Navwar technical and operational support to Combatant Commands (COCOMs) - Provided reachback for operations and exercises and support COCOM requirements - Maintained cognizance of ongoing and proposed Navwar capability system development, advocated Navwar-related issues to the Services and Joint requirements communities and acquisition planners and participated in appropriate Capability-Based Assessment (CBAs) and related initiatives - Provided support to Navwar planning and policy development and processes, to include: Reviewing service and joint doctrine and policy and provided support of COCOMs, services, OSD, and non-DoD national authorities - Supported international activities to include NATO - Provided engineering support on PNT and Navwar systems, to include: capabilities and vulnerabilities, how these systems are used and interface with other systems, and impacts on military operations - Supported tests, training events, trials, experiments and exercises, to include expertise in: Operations Research analysis, Design of Experiments, and Engineering expertise in the assessments of systems, identification of data requirement, identification of instrumentation requirements, and test result analysis - Performed studies and analysis on Navwar and PNT related topics and developed and analyzed operationally relevant PNT/Navwar scenarios - Expertly used, provided analytical and programming support to enhance the use of models and analytic tools, to include GPS-RPM (Reliability Prediction Model), JMP, MATLAB, Excel, Access, JMP, GPS Interference and Navigation Tool (GIANT), Satellite Tool Kit (STK), and Navigation Tool Kit, and Spirent simulators - Provided support to the organization’s military intelligence capability, to include: analysis, fusion, and reporting of intelligence at levels ranging from unclassified to Top Secret/SC, and or program level, review of gaps, development and coordinates of collection requirements, coordination with other Intel organization, production, dissemination and briefing of threat briefings and related documents - Provided the proper level of program management to manage the contractor workforce and workload to meet the requirements of the contract - Managed Communications Security (COMSEC) equipment accounts - The contractor must have extensive experience with regard to the US Defense community operations The contractor must have the ability to perform fulltime activities at Kirtland AFB, New Mexico. Current JNWC support is required at Offutt AFB, Nebraska and at Schriever AFB, CO to integrate Navwar, provide direct support to the warfighter, and to support the JNWC mission. There is also the potential for direct contractor work at Vandenberg AFB, CA, National Reconnaissance Office (NRO) (Chantilly, VA) and other CONUS locations. The level of work performed at locations other than Kirtland AFB will be increased or decreased or deemed necessary by the government. The contractor must a DCAA approved accounting system. Sufficient contractor personnel, to include off-site personnel, shall possess a TOP SECRET clearance at time of award, as to not impede or degrade ongoing projects. Every effort shall be made to ensure all contractor personnel possess a TOP SECRET clearance at time of award. In addition and at a minimum, all contractor personnel will possess an INTERIM SECRET clearance at time of award. Temporary travel will be required to various sites both inside and outside of CONUS. This acquisition will be conducted using 100% small business set-aside competitive procedures and negotiated procedures in accordance with FAR Part 15. The RFP and all associated documents, when issued, will be posted on the required government-wide point of entry. No solicitation is available at this time.
