Description
This is a Best Value Source Selection Solicitation to provide for a General Construction Design-Build/Design-Bid-Build Multiple Award Construction Contract (MACC) for construction, alteration, and repair to Government facilities by means of an indefinites delivery indefinite quantity MACC for various facilities in the Mid-Atlantic Area of Responsibility (AOR). The Government anticipates award of approximately six (6) indefinite delivery, indefinite quantity (IDIQ) MACC contracts to be awarded as a result of this solicitation. The performance period for each contract will include an initial base period of twelve months with four (4) twelve-month option periods for a total performance period of sixty months. The total value for base and all options of all contracts will not exceed $750,000,000. The minimum guarantee is $25,000 per contract over the full term of the contract to include option years. Typical projects will have an estimated construction cost between $20,000,000 up to $50,000,000. There will be a seed project included in this solicitation. Seed project: The Request for Proposal (RFP) will include Design-Build of P1268 SOI East Facilities and P1269 Field Training Facility, MCB Camp Lejeune, NC. The work includes: P1268 - construct an Academic and Applied Instruction Complex made up of a two-story classroom building and three one-story applied instruction facilities. Additional project buildings are a secure storage facility, a one-story entry gate house, and entry gate canopy and emergency weather shelter. P1269 - construct a one-story pre-engineered academic instruction facility, a one-story battalion aid station, range toilet facilities, water distribution building and a laundry facility. The approximate Solicitation Release date is 01 December 2009. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. Contractors are requested to register for the solicitation when downloading from the NECO website. The North American Industry Classification System (NAICS) Code for this project is 236220 with a Size Standard of $33,500,000. This project is not set aside for small business. Large businesses shall submit a subcontracting plan prior to award of the contract.
