Description
The Fort Benning Mission and Installation Contracting Command (MICC) Fort Benning, Ga is conducting market research for the following requirement: Full service daily transportation for the Fort Benning School System during the period June 2010 through May 2011, with a four (4) one year option period. Service should include contractor furnished commuting and after school activity buses, drivers, monitors, management and route efficiencies. School buses may be used in the instruction program and for school-related activities. Regular, special education or standby buses may be utilized for field trips, when available. Transportation for special education students on special education buses (air conditioning), minimum size 20-passenger, designed for a minimum of 3 wheel-chairs, to and from Ft. Benning on-post schools and/or off-post designated Muscogee County Schools during June and July for extended school year (ESY). Transportation for special education on special ed lift buses (air conditioning), minimum size 20 passenger, designed for a minimum of 3 wheelchairs, to and from designated Ft. Benning Schools and/or off-post designated Muscogee County schools. Transportation for special needs students on special education lift buses from several schools (currently Loyd & Stowers) to local swimming pool and bowling alley and return to swimming pool and bowling alley at regular scheduled dismissal time. Transport to various housing areas on post and/or to school as scheduled for (1) afternoon per week for 13 weeks. Transportation to shuttle all students approximately 30 scheduled days during the school year between Faith Middle School to on-post bowling alley and/or swimming pool throughout the school day. Furnish one (1) each safety attendant to ride special ed buses and buses transporting pre-K students. Transportation for students school related sports and field trips. Miles and hours. Special Needs Services: - Provide daily transportation physically or mentally disabled students and other authorized individuals to and from their designated schools and designated boarding points. Service also includes alternate educational sites for classes. - Includes one (1) special needs monitor for each special education bus. - Contractor shall provide transportation for special education students on special education buses, minimum size 20-passenger, designed for a minimum of 3 wheel chairs, to and from Fort Benning on-post schools and/or off-post Muscogee County Schools during June and July for extended school year (ESY) as required. - Approximately 3800 students per school year and approximately 120 students per Extended School Year Program (EIYP). Currently using 6 special education buses, 14 regular buses, and 10 bus aides. - 180 days per school year and 21 school days per Extended School Year Program (EIYP) Unscheduled Services: - Provide transport of students and other authorized individuals as required. - Service requirements shall include field trips, special activities, and sports events. - Provide transportation for Field Trips. Approximately 100 hours per school year. - Provide transportation for Field Trips. Approximately 5,500 miles per school year. The appropriate NAICS code is 485410 with a size standard of $7,000,000.00. This synopsis is not a request for proposal. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides. Responses shall include the following: 1. Company name and address; 2. A statement of interest that meets all the requirements listed above; 3. A synopsis of the contractor's capabilities including but not limited to: a) Is this service something your business typically provides? b) What is the typical pricing structure your business has experienced in providing passenger transportation in the commercial market place? c) From date of award, what is the necessary lead time that your business will need to provide the services described above? d) Provide a Rough Order of Magnitude (ROM) cost/price estimate to provide the services described above. e) Describe the capability of your business to define routes and effect efficiencies in route times, number of stops, number of busses, etc. f) Describe your recent and relevant contracts performed within the past three years for the same or similar items required under the solicitation. Contracts may include those with Federal, State and local Government as well as private companies. Each reference must include the following information: contract dollar value; the contract period of performance; a brief description of the contract requirements. g) Are buses equipped with digital surveillance systems? How many per bus? h) Does your fleet meet the FMVSS, FMCSA and Georgia state requirements/Georgia School Bus Specifications and standards for school buses? Aware of requirement for buses inspected initially prior to performance and annually by Georgia DOT?DMV? 4. Company size: small or large, HUB Zone, 8(a), SDB, Woman-owned, Service disabled veteran-owned; 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
