Description
The Government intends to negotiate an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) pricing arrangements. In the event a multiple award is issued, orders under such contract(s) will be competed utilizing cost plus fixed fee (CPFF) or firm fixed price (FFP) pricing. The resulting contract will be for a base period with four one-year options periods. This requirement will be issued under full and open competition in accordance with FAR Part 6.1, with options to extend services in accordance with FAR Clause 52.217-8. The Ships Engineering and Planning Support (SEPS) Program includes Engineering/Engineering Technical, Engineering Graphic, Environmental Engineering/Technical-Hazardous Waste/Material Management, Production Control, Material Logistics, Quality Assurance, Computer Related, and Meeting/Conference Facilitation Services. When ordered by issuance of individual Task Orders (TOs), the Contractor shall provide SEPS Program services in support of U. S. Naval Aircraft Carriers and other U. S. Naval vessels as required by the Commander Naval Air Forces (CNAF). Services will encompass development of Carrier Availability Planning Systems (CAPS), feasibility studies, material identification and tracking, ship change documents (SCD), production costs and man-day estimates, ship system status studies, repair specifications, and verifications, and other products that are required primarily for U.S. Naval aircraft carriers and other U.S. Naval vessels. Note, for this contract, in regard to nuclear powered aircraft carriers, contract personnel shall not be employed to perform design, engineering, or logistic services in posted radiation areas, handle radioactive materials, or wear radiation measuring dosimetry devices. The level of effort will be set forth in the solicitation. The North American Industry Classification System (NAICS) code is 541330 and the size standard is $4.5 Million. This procurement will be solicited as a negotiated procurement. Locations and estimated percentage of work are as follows: 20% Bremerton, WA; 30% Norfolk, VA; 30% San Diego, CA; 10% Contractor's facilities; and 10% other locations specified on individual task orders. The contractor will be required to maintain a minimum of three offices within one hour driving distance of Bremerton WA, Norfolk VA, and San Diego CA. NO SOLICITATION EXISTS AT THIS TIME. A complete RFP package will available on or about 17 November 2009 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
