- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Joint Capabilities Assessment and Integration Directorate (JCAID). The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 541611. The Joint Capabilities Assessment and Integration Directorate (JCAID), has a requirement for contracted commercial services to support the mission and the Assistant Commandant of the Marine Corps (ACMC), as the United States Marine Corps (USMC) Joint Requirements Oversight Council (JROC) Principal, on the priorities of joint capabilities identified by Combatant Commanders and their relationship to USMC capabilities. JCAID will also advise the ACMC on the extent to which Service and Agency capability proposals within the Joint Capabilities Integration and Development System (JCIDS) conform with the priorities established in strategic plans and combatant command prioritized capability needs and suggest alternative capability recommendations that are within projected resource levels and guidance provided by the Secretary of the Defense (SecDef) and their relationship to USMC programs at the Pentagon, Washington D.C. The Joint Capabilities Assessment and integration Directorate (JCAID) support services include: (1) Representative to the Headquarters Marine Corps (HQMC) staff, the OPNAV, Army, and Air Force staffs, Combatant Commands (COCOMs), the Joint Staff and the Office of the Secretary of Defense (OSD) in matters related to the Joint Capabilities Integration and Development System (JCIDS), (2) Coordinating the staffing, response, and archiving of appropriate JCIDS documents, (3) Coordinating and synchronizing Marine Corps combat development activities with the joint, naval and inter-Service, resource informed, combat development processes, ensuring proper consideration of Marine Corps operational concepts, capabilities, and requirements in the development of future joint, naval, and inter-Service resource informed combat capabilities, and, (4) providing Marine Corps representation to the Functional Capabilities Boards (FCBs) and FCB working groups (WG). Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance of the above program areas; (2) Notations of time to complete previous, similar efforts and a description of any quality processes applied; (3) Link to the respondent's GSA Schedule (if applicable), or attached file of same; and (4) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address. Response is due by 2:00 PM EST on Wednesday, 18 Nov 2009. Please submit e-mail responses to Carol Neely at e-mail address carol.neely@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
