Description
THIS SOURCES SOUGHT NOTICE REPLACES THE PREVIOUS POSTED SOURCES SOUGHT NOTICE. THE PURPOSE OF THE MODIFICATION IS TO CHANGE THE POINT OF CONTACT TO RITA HORKAN. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. If a solicitation is released, it will be synopsized and posted at www.FedBizOpps.com. The Bureau of Reclamation, Lower Colorado Region, is conducting market research to ascertain if there are small businesses which have the capability to perform computational fluid dynamics (CFD), design, physical model, hydraulic turbine manufacturing and supply of one turbine for Unit N8, including associated runner cones, coupling bolts, and the design of a draft tube throat liner; with an option for the manufacturing and supply of three (3) additional turbines for Units A1, N5, and N6, including runner cones and coupling bolts for each turbine. The Government will supply the labor to remove existing equipment and install the new equipment including seal rings and the draft tube throat liner. The Government will also provide complete drawings showing existing unit installations which will be used as the basis for the design and modeling. All interested small businesses are encouraged to respond to this announcement no later than November 13, 2009, 4:30 PM PST. Please submit all requested documentation listed below to: Rita Horkan, Bureau of Reclamation, P.O. Box 61470, Boulder City, Nevada 89006-1470 or via email, rhorkan@usbr.gov. Interested parties should submit a capabilities package demonstrating the ability to perform the principal components of work listed above. Packages should include the following information: (1) Business name and address, (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor, and (3) demonstration of the firm's experience within the past five years, by listing the actual hydro units, in which the firm has completed these four functional areas: design, computational fluid dynamics, model testing, and manufacture of hydraulic turbine(s) in the 150,000 HP to 250,000 HP range. Additionally, for each hydro unit listed, provide the following: a brief description of the work performed, project title, dollar amount and which functional areas were the responsibility of sub contractors, the plant name, plant location, hydro-generating unit number, unit output (MW), customer's contact name and phone number for a customer knowledgeable of the work completed. Also, include attachments cataloging the firm's equipment assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work. Responsible sources having relevant experience and the capabilities to perform the work will be considered. The applicable North American Industry Classification System (NAICS) code is 333611, "Engine, Turbine, and Power Transmission Equipment Manufacturing", and the related small business size standard is 1,000 employees. The estimated dollar magnitude of this project is anticipated to be between $5,000,000 and $20,000,000. It is anticipated that the contract duration will be approximately four (4) years in duration. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
