- The National Institutes of Health (NIH), National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate on a sole source basis with SIEMENS PRECLINICAL SOLUTIONS, LLC, Hoffman Estates, IL 60195 for a one (1) year maintenance service agreement for the Inveon CT. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 334510 and the business size standard is 500 employees. NINDS previously purchased Inveon CT instruments from SIEMENS. The purpose of this acquisition is to obtain an extended warranty provided by SIEMENS. SIEMENS shall provide all labor, material and equipment parts to provide preventive maintenance for the INVEON owned by NINDS. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. All parts, labor and travel expenses required to upkeep the instrument functioning properly are to be included. Service shall be performed by technically qualified factory trained personnel. Service shall consist of the following: • Recalibration of the system • Lubrication of motion stages • Testing of all safety interlocks and inspection and replacement, if needed, of all other components in the system (cables, lasers, light bulbs, etc.) All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. SIEMENS is the sole manufacturer, vendor, and service provider for the Inveon CT instrument. No other sources will satisfy the agency's requirement. Place of performance is in Bethesda, Maryland. The period of performance is to be for twelve months from date of award. No solicitation will be issued. This Notice of Intent is not a Request for Quotations (RFQ); however, the government shall consider response submitted to Liem T Nguyen, ln18x@nih.gov on or before 11:30 AM local time November 13, 2009. All information furnished must be in writing and must contain sufficient detail to allow the agency to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
