- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at https://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on intends to procure on a sole source basis 6 Boomerang III systems and 6 Boomguards from BBN Technologies Corp. 10 Moulton St, Cambridge, MA 02138-1119. This specific equipment is required as NSWCDD is leveraging the work done on the Command and Control Module (C2M) system which will eliminate integration costs and software codes changes that would be required if another system was procured. BBN is the only distributor of the Boomerang III. All items are to be priced FOB Destination of Naval Surface Warfare Center Dahlgren Division, Dahlgren, VA 22485. Simplified Acquisition Procedures will be used for this procurement. The North American Industry Classification System code is 339999 with a size standard of500. BBN is not a small business under NAICS 339999. This is not a request for competitive proposals. NSWCDD, 17632 Dahlgren Road, Dahlgren, VA 22448-5110 has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis and resulting solicitation with any applicable amendments will be available on the World Wide Web at https://www.fbo.gov. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. DoD will no longer award contracts to contractors that are not registered in the Central Contractor Registry (CCR). Information on registering in the CCR can be obtained by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov.
