Description
RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912DQ-10-R-4013. The SBA has restricted this requirement to contractors who are located in the geographic area of Region VII - Kansas, Missouri, Nebraska and Iowa. This project is a Small Business 8(a) Set Aside. The Government will only accept proposals from 8(a) Small Business concerns. Joint ventures are allowed to bid on 8(a) competitive projects. Joint Venture Agreements Joint Ventures are allowable on competitive 8(a) set-asides; however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when our BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. The solicitation containing all necessary specifications and drawings will be available on or about 13 Nov 2009 and proposals will be due 30 days from posting of the solicitation. The solicitation including any amendments shall establish the official opening and closing date and time. U.S. Army Corps of Engineers, Kansas City District, intends to issue a Request for Proposals (RFP) solicitation for construction at Fort Leavenworth, Leavenworth County, Kansas using the Lowest Price Technically Acceptable. This RFP will result in a Firm-Fixed Price Contract. The scope of the project is to upgrade the electrical system and migrate the server frame to a new location within the building. The perimeter grounding and lighting protection and limited asbestos abatement and other supporting task will be performed. The estimated time of completion is 365 calendar days from Notice to Proceed. The successful offeror will be required to furnish all labor, materials, permits, equipment and services necessary to manage and accomplish the designated construction, recommending a solution and remediation of any problems in a timely and efficient manner. The SIC Code is 1542. The estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. The North American Classification System (NAICS) Code for this project is: 237310. Small Business size standard for this project is: 33.5M At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. An organized site visit may be announced at a later date. Upon announcement of the organized site visit, attendees should arrive early to allow time to pass through security. You must present a valid drivers license, current vehicle registration and proof of insurance to obtain a vehicle pass. This solicitation with plans, specifications, and any amendments, will be published in electronic format on FedBizOpps https://www.fbo.gov. There will be no printed hard copies or CD-ROM Disks provided by this agency. Offerors are responsible for checking the website frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website. This acquisition is funded with American Recovery and Reinvestment Act (ARRA) funds. Offerors must acknowledge that they are bound by the special reporting requirements outlined in the applicable clauses below and agree to register and periodically report as required. The following American Recovery and Reinvestment Act clauses apply: FAR 52.203-15, Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009; FAR 52.204-11, American Recovery and Reinvestment Act-Reporting Requirements. In accordance with FAR Part 52.212-2 Evaluation Commercial Items (Jan 1999), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government, price and other factors considered. The Government will evaluate offers based on the Lowest-Priced Technically Acceptable (LPTA) methodology. This combined synopsis/solicitation will be posted on the Government-wide Point of Entry (GPE) website, https://www.fbo.gov in addition to the Army Single Face to the Industry (ASFI) website (https://acquisition.army.mil/asfi/). Any amendments will be posted on the affected solicitation page GPE site. It is the offerors responsibility to monitor this site for the release of amendments (if any). All provisions and clauses listed above can be referenced and viewed through Internet access at http://farsite.hill.af.mil. Offerors must be registered with the Online Representations and Certifications Application (ORCA) prior to award. The ORCA website address is https://orca.bpn.gov/ All contractors are required to register in the Central Contractor Registration (CCR). If not already registered, you should immediately register with CCR by calling 1-888-227-2423 or via the Internet at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at (800) 333-0505. Internet registration takes approximately 72 hours: mail-in registration takes approximately 30 days. Interested parties must submit any questions in writing, if applicable, to the Contract Specialist listed below, by fax or email, provided the questins are received no later than 5 days before the closing date of the solicitation.
