- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912EE-10-T-0002 is being issued as Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-37. This procurement is 100% set-aside for Small Business. The NIACS Code for this procurement is 562910, with a Size Standard $14Million. The U.S. Army Corps of Engineers, Vicksburg District, has a requirement for the removal of generator stator coils containing asbestos at the DeGray Power Plant Unit #2, located at the DeGray Powerhouse in the Sate of Arkansas. 848 Channel Rd, Arkadelphia, AR 71923 Description: Asbestos abatement work at DeGray Power Plant project is to furnish all labor, equipment, disposal and cleanup required to remove approximately 432 more or less stator coils. During the removal process care shall be taken to protect workers and occupants of the buildings and or areas from contact with the airborne release of asbestos fibers. All the laws, ordinances, rules, and regulations of Federal, State, Regional, and local authorities shall be complied with regarding the removal, storage, transportation, and disposal of asbestos-containing materials. Where the requirements of these specifications and Federal, State, Regional or local regulations vary, the most stringent requirements shall be enforced. The stator coils are installed in such a way that removal will most likely be one at a time with some device to exert enough torque to pull the coils out of the iron slots. The removal process will be done using quality control procedures in such a way as not to damage the iron or any of the other generator equipment that is not being demolished during the ongoing rewind contract of unit #2 generator. Period of Performance: A Notice-To-Proceed (NTP) will be issued by the Contracting Officers Representative (COR). This work shall not start until prior disassembly is completed by another contractor, to the point the stator coils are exposed for removal. This is expected to be January-February 2010, but exact start date will not be available until 5 days prior to start of work and must be complete within 5 days of the notice to proceed. "Additional Information to Specifications & Pre-Work Submittals "Quality Assurance Surveillance Plan (QASP) "Wage Determination from U.S. Department of Labor Employment Standards Administration This procurement may be quoted as follows: Line Item 00001, Service: Removal of generator stator coils containing asbestos at the DeGray Power Plant, Unit: Lump Sum. Lump Sum Price:$____________. Evaluation of Offers: All quotes submitted will be evaluated for Technical Capability. The government will issue award to the supplier whose quote is the lowest price of those determined to meet at least the minimum requirements for technical capability to perform the scope of work required. Pre-Award Submittals: the contractor shall submit information verifying their Technical Capability which is defined as the ability to perform the work, sufficient & satisfactory prior experience and satisfactory past performance. Failure to submit sufficient information for the government to determine technical capability may be cause for the rejection of the quote. A. Ability to perform the work: The contractor shall provide sufficient documentation of their capability, by including technical literature, brochures, equipment list, List of Key Personnel, Resumes, etc. to enable the Government to determine company capability to perform work on projects of similar type, size, scope and complexity. B. The contractor shall provide sufficient documentation of a mandatory minimum of 2 years satisfactory Prior Experience, on contracts of a similar type, size, scope and complexity. Similarities shall be in areas related to material composition, project size, number of employees, and the engineering work practice and personal protection control required. Prior Experience information can be submitted based on the company record or based on the prior experience of Key Personnel involved with the work. C. The contractor shall provide sufficient documentation of Satisfactory Past Performance, on contracts of a similar type, size, scope and complexity as well as provide references, including names and contact information, who can verify such past performance. The government intends to make a single award for one lump sum including the entire scope of the work described. Offers for less than the required scope of work will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and offerors are encouraged to provide their best proposed pricing in their initial offer.
