Description
Next Generation Countermeasure (NGCM) Synopsis Naval Sea System Command (NAVSEA) hereby issues the Request for Proposals (RFP) for the attached competitive solicitation number N00024-09-R-6219 for the development, design, fabrication, integration, and testing of Next Generation Countermeasure (NGCM) Special Test Units, Engineering Development Models, associated products and engineering services. Acoustic Device Countermeasure (ADC) MK 5 Mod 0 is the official nomenclature for the NGCM. The Prime Item Performance Specifications (PIPS) and other related files will be mailed only to those companies with a validated security clearance. The date and time set for receipt of proposals is no later than 2 PM(EST) on 22 December 2009. Offerors shall submit any unclassified questions or comments regarding the RFP no later than 2 PM(EST) on 30 November 2009 via email only to the point of contact provided below. Offerors shall submit any classified questions or comments regarding the RFP to the point of contact provided below no later than 2 PM(EST) on 30 November 2009 prepared in accordance with current security requirements and shall be clearly marked according to its classification. Do not send classified questions electronically. The Government will consider all written comments and or questions. The Government does not commit to providing a response to any comment or question. Any subsequent revision to any specification or solicitation requirement based on comments and or questions received remains solely at the Government's discretion. No comments, questions or inquiries shall be made to any Government person other than the point of contact provided below. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award of a contract.
