Subject: Subject Matter Expert for the Center for Veterinary Medicine Solicitation Number: FDA106SMECVM Response Date: 7 December 2009 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES 13.5. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-37. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 for a 100% small business set-aside. Background The Food and Drug Administration regulates animal feed to ensure that the feed is safe for animals and that meat, milk and eggs from animals are safe for human consumption. The health of humans and animals can be compromised if animal feeds contain hazardous contaminants such as pesticides, dioxins, mycotoxins, E. coli 0157:H7, Salmonella, heavy metals and other toxic elements. Statement of Work The Center for Veterinary Medicine (CVM), in FDA, has initiated an animal feed surveillance program called the Feed Contaminants Compliance Program (FCCP) to monitor the presence and level of contaminants in animal feeds. Data from feed samples collected under the FCCP by FDA district offices are recorded and stored in a FDA restricted access database, called Field Accomplishment and Compliance Tracking Systems (FACTS) database. Under the FCCP, CVM is working to extract microbiological and mycotoxin data of the feed samples stored in the FACTS database, to reenter the microbiological and mycotoxin data in a format for further analyses, to summarize and analyze the microbiological and mycotoxin data, and to prepare draft reports for distribution to offices within FDA. The availability of the summarized data and the draft reports will facilitate the development of a more effective surveillance program and help CVM in the determination of feed safety issues related to feed contaminants. The subject matter expert needs to work with the Contracting Office Technical Representative to develop the report format that meets CVM needs. The following are the major aspects of this project: 1. Extraction of microbiological and mycotoxin data on feed samples that are stored in the FDA’s restricted access database 2. Verification of the microbiological and mycotoxin data extracted the FDA’s restricted access database. 3. Identification of feed and feed ingredients based on information in the feed sample collection report from the FDA’s restricted access database 4. Presentation of microbiological and mycotoxin data in a format that could be used to used to verify information extracted and could be used in further analyses.. 5. Preparation of semi- annual and annual reports that could be distributed to FDA Offices. Government Furnished Properties The contractor will work at his/her office and at Rockville, MD 20855, as appropriate. No equipment will be provided for the contractor at his/her office. When the contractor works at CVM, he/she will have access to a computer and printer owned by the Division of Animal Feeds (HFV-220). There is no cost to the agency associated with providing the contractor access to this computer because it is also used by other employees in the Division of Animal Feeds. There are no specific hours during which the contractor needs to work; instead, work hours depend on the availability of information in the FACTS database and specific requests made to the contractor by the Project Manager. A price breakdown should be submitted in the following format for evaluation: Base Year: A “man year” equates to 560 hours. I. Fully Burdened Hourly Rate Item description: a. Subject Matter Expert: 560 hours at a rate of $____ per hour = $______ or $______/month or __ hours/month Total Fully Burdened Hourly labor costs = $_______ ($_______/month or ____ hours/month) Option Year 1: Total Fully Burdened Hourly labor costs (560 hours) $______ Option Year 2: Total Fully Burdened Hourly labor costs (560 hours) $______ Option Year 3: Total Fully Burdened Hourly labor costs (560 hours) $______ Option Year 4: Total Fully Burdened Hourly labor costs (560 hours) $______ Period of Performance: Base plus four 12 month option years Technical Capabilities shall include: The following is a detailed description of the relevant qualifications, experience, and expertise to successfully execute this project as a subject matter expert: * Knowledge and expertise in the areas of microbiological sample collection, culture technique, immunology, and expertise and assays such as BAM, Pulse-Field Gel Electrophoresis, and Antimicrobial resistance testing. * Five of more years of experience in working on the identification and definitions for animal feed ingredients, and methods of analysis for mycotoxins in feeds * A minimum of five years working experience in the area of the animal feed safety, regulatory limits for feed contaminants, and biology of Salmonella. * A minimum of five years experience in the extraction of data from databases and the preparation of regulatory reports on microbes and mycotoxin in feeds Specific Tasks: * Preparation of annual reports of microbiological results from feed samples analyzed during the period of performance. * Preparation of semi-annual and annual reports of mycotoxin analyses during the period of performance in a format specified by the Contracting Office Technical Representative. * Preparation of quarterly progress reports on the collection of feed samples under the FCCP in format specified by the Contracting Office Technical Representative. Technical Evaluation Factors: The offeror shall provide a detailed description of the scientific approach and the relevant qualifications, experience, for a subject matter expert to successfully execute this work: A. Understanding of the scope of work: To undertake successful completion of this project, the subject matter expert shall require knowledge and expertise in the areas of microbiological sample collection, cultural method as described in the FDA Bacterial Analytical Manual (BAM), and assays such as immunology, serotyping, Pulsed Field Gel Electrophoresis (PFGE), antimicrobial susceptibility testing, food safety, animal nutrition, and mycotoxins. B. Subject matter expert shall have the unique combination of experience and expertise in these areas. C. Subject matter expert shall have worked in the area of animal feeds, mycotoxins, and methods of analysis for mycotoxins in feeds for more than 5 years, and have experience in the identification and definitions for animal feed ingredients that will be needed under this project. D. Subject matter expert shall have knowledge that the major part of this project involves the methods used to determine Salmonella, E. coli, and mycotoxins in animal feeds, the methods of identification of Salmonella and E. coli, and the methods used to determine antimicrobial resistance. E. Subject matter expert shall possess extensive experience in the areas of food safety regulations and the regulatory limits for contaminants in foods and feeds, and is equally capable to execute the every element of this technical and important project. F. Subject matter expert shall have the ability to achieve the project characteristics, management procedures, and technical project elements. G. Subject matter expert shall show more than 5 years of experience in the development of scientific reports of microbiological and mycotoxin data in feed, the two major elements of this project. H. Subject matter expert shall have background in possessing the desired experience and expertise in the use databases to extract, verify, and determine the type of feed samples, the method of analyses, and the regulatory status of the samples. I. Subject matter expert also shall have the necessary experience in project management, computer skills, and report preparation to accomplish work. Relevant Experience: The offeror shall identify up to five (5) most relevant contracts currently being performed or contracts that have been completed but performed with the last three (3) years from the issuance of this solicitation. Contracts may be either government or commercial. For each relevant contract, the offeror shall list the following: A. List the contract name, description of relevant experience, period of performance, place of performance, project contact name and telephone number. Evaluation of Technical Capability and relevant experience shall be based on the requirements provided in the quotation. QUESTIONS DEADLINE: all questions shall be received by email (david.kordel@fda.hhs.gov) before 4:30 pm (1630) EST on 16 November 2009. Delivery terms shall be FOB Destination for all reports. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Government will evaluate offers for award purposes by adding the base price plus all options to arrive to the total price for the requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise an option line item. Award will be made to the party whose quote offers the best value to the Government, technical, price, and evaluation factors considered. The Government may award this purchase order to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Relevant Experience and 3) Price. Technical Capability and Relevant Experience when combined is significantly more important than price. The offeror shall provide a detailed description of the relevant qualifications, experience and expertise in no more than 25 pages. Evaluation of Technical Capability shall be based on the requirements provided in the quotation. Offerors shall include their understanding of the requirement, technical approach and past performance that can clearly support your quote. The contractor must be able to demonstrate relevant experience directly relevant to the types of work needed. Such experience includes projects performed in the past three years similar in scope to the requirements of this Statement of Work. Additionally, all quotes shall include price (s); FOB point; a poc (name and telephone number); a statement from the offeror verifying that they are CCR Registered under NAICS code 541690; delivery date (delivery date is coordinated with the Project Officer); business size; and payment terms. Delivery shall be to FDA, Silver Spring, MD 20993. FDA intends to make an award soon after the response date of this notice and all bids and modifications shall be submitted via email and be received by 4:30 PM (1630) EST on 7 December 2009 to the attention of David Kordel, david.kordel@fda.hhs.gov.
