- This requirement was originally synopsized as solicitation number W912DW-09-R-0086. RECOVERY--PROJECT NUMBER 34149, Replace Heat Distribution Piping 3200 Block The Seattle District Corps of Engineers has a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requirement to replace the existing steam and HW distribution mains, which includes direct bury work and main replacement within existing underground concrete utility corridors (Utilidors) along Faith Avenue, Handrich Avenue, Kyle Avenue and Libby Avenue between 3rd Division Drive and 2nd Division Drive and along 3rd Division Drive and 2nd Division Drive between Faith Avenue and Libby Avenue. Replacing the branch lines to the buildings within the 3200 block will also be required. Work includes: replacing piping and valves in existing vaults and manholes; providing temporary rental boilers and connections, temporary electrical tie-ins, and temporary water tie-ins; providing restoration of asphalt concrete pavement at roadways and parking area, sidewalk and landscaping restoration; reconstructing and/or relocating utilities at crossings with the new steam main; providing traffic control; providing temporary erosion control measures; and, providing temporary construction fencing. Magnitude of Construction for this requirement is $5M to $10M and the completion period is estimated at 340 calendar days. The primary North American Industry Classification System (NAICS) Code for this requirement is 237110 with a small business size standard of $33.5 Million. As a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside, the solicitation for this requirement will be open to all eligible SDVOSB concerns. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $33.5 Million. This requirement will be a negotiated acquisition and will be procured using the Lowest Price Technically Acceptable (LPTA) source selection process as outlined in Federal Acquisition Regulation (FAR) Part 15. The solicitation for this requirement will be in the form of a Request for Proposals (RFP), and a firm-fixed-price contract will be negotiated as a result of this procurement.
