Description
This Request For Information (RFI) is issued for information and planning purposes-- It does not constitute a Request For Proposal.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released, it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential respondents responsibility to monitor these sitesfor the release of any solicitation or synopsis. NASA/MSFC is hereby soliciting information to identify qualified sources forspace-qualified altimeters for use on robotic spacecraft landing on airless bodies. Radar altimeters are of particular interest, though altimeters which also utilize lidarcapabilities are also of interest. Information obtained through this RFI will be used byMSFC to evaluate available altimeter capabilities and interfaces for potential use inairless body robotic landers and 1-G lander testbeds. Altimeters referenced in response to this RFI should be able to meet these generalrequirements: Altitude range between 0 2.5 kmRange accuracy of +/- 0.5 mCapable of tracking rates greater than 150 m/sAltimeter data output frequency greater than 10 HzField of view approximately 60 degree whole angle conePower not to exceed 16W (radar altimeters), <40W (others emission sources)Mass not to exceed 5 kgResponses to this RFI should include the following information: Technical: General altimeter capabilities, including performance in the above requirementscategoriesPower and data interface requirementsOperating environment (temp, vibration/acceleration, etc.)Operational limitations, such as view angle or obstruction limits, resolution,operational altitude range(s), etc.Recommended antenna candidates or relevant performance constraintsProgrammatic: Approximate lead times for a space qualified unit, and for a non-space qualified unit tobe used for ground testing purposesApproximate cost per unit Description of flight history (earth & space)Government/private partnering needs and/or opportunitiesIf so requested in your response, all information received from this RFI will beconsidered confidential and proprietary. To the full extent that it is protectedpursuant to the Freedom of Information Act and other laws and regulations, informationidentified by a respondent as Proprietary or Confidential will be kept confidential. While MSFC may choose to issue a Request for Quotation (RFQ) for flight or 1-G testbedaltimeters, it is emphasized that this RFI is for planning and information purposes only.This RFI is NOT to be construed as a commitment by the Government to enter into acontractual agreement, nor will the Government pay for information solicited. Respondentswill not be notified of the results of the evaluation. The Government also reserves theright to consider a small business or 8(a) set-aside based on responses hereto.Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.Interested parties having the required specialized capabilities to meet the aboverequirement should submit 3 copies of a capability statement of 10 pages or lessindicating the ability to perform all aspects of the effort described herein.Responses to this RFI should be submitted in writing to Mr. Brian Mulac /MSFC/VP24 nolater than November 20, 2009.
