Description
The scope for this project is to provide approximately 53,000 square feet of new laboratory space for conducting advanced research in electrochemistry, mechanical energy conversion, thermal management, power distribution, and power electronics. The project scope includes complete interior demolition including floor slabs of the existing Building 23 including substantial asbestos abatement and disposal, and constructing new three new floors and laboratories. The new laboratory space will include areas for materials processing, data acquisition, clean room operations, dry room operations, and fabrication facilities and a copper shielded high bay. Supporting facilities include site preparation and new utilities. The estimated price range is between $10,000,000 and $25,000,000. The project will contain the following options: 1. One-half 3rd Floor Buildout, 2. Design and Construct Mechanical, Electrical, and Plumbing Systems on One-Half of the 3rd Floor, 3. Design and Construct Remaining Half of the 3rd Floor Build-out, 4. Design and Construct Mechanical, Electrical, and Plumbing Systems on Remaining Half of the 3rd Floor, 5. Utility Bridge, 6. Building 20450 Demo C Wing, 7. Building 20450 Demo D Wing, and 8. Building 20450 Demo High Bay. The solicitation is a single phase procurement following the best value tradeoff process. Proposals will be evaluated based on the following technical factors: Experience, Past Performance and Management. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The acquisition strategy will be design/build, and the estimated award date is January 2010. All offerors are invited to attend a site visit at Wright-Patterson AFB tentatively scheduled for 3 December 2009. Meeting details will be provided in the solicitation. A construction cost limitation will also be provided in the solicitation. NAICS is 236220. Contract duration is 657 calendar days. Approximate issue date is 23 November 2009 and approximate closing date is 7 January 2010 at 12:00 p.m. eastern standard time. The solicitation will be available by download only. Downloads are available only through the Federal Business Opportunities FedBizOpps website at http://www.fbo.gov. This announcement serves as the Advanced Notice for this project. Amendments will be available from the FedBizOpps website by download only. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.307(b), this project requires the HUBZone 10% price evaluation preference.
