Description
The VAMC, Walla Walla, WA, has awarded a single source contract to BARD Peripheral Vascular, Inc. for 5 each reusable core biopsy instruments in the amount of $7,115.00. The contract is in accordance with FAR Part 13 and the single source determination and findings is in accordance with FAR Part 13.106-1(b)(1). The text of the determination follows. DETERMINATION AND FINDINGS / Only One Source Reasonably Available (FAR 13.106-1(B)(1)) / Reusable Core Biopsy Instruments The VAMC, Walla Walla, is in need of additional biopsy instruments. Based upon the following findings and subsequent determination, the proposed contract will be a single source contract in accordance with FAR 13.106-1(b)(1). FINDINGS (1)The VAMC, Walla Walla, already has these particular biopsy instruments on hand; (2) The VAMC, Walla Walla, maintains a small supply of the biopsy needles in stock; (3) The biopsy instruments are proprietary to BARD Biopsy Systems and only BARD biopsy needles will fit these instruments; (4) The medical personnel that take biopsy samples have been trained on these particular biopsy instruments; (5) Procurement of different biopsy instruments would require stocking of multiple brands of biopsy needs and additional training of staff; (6) Use of multiple biopsy instruments increases the risk for error; and (7) The total estimated value of the acquisition is $7,115.00. DETERMINATION Based upon the above findings and as authorized by FAR 13.105-1(b)(1), I have determined that the only reasonable source for these biopsy instruments is BARD Peripheral Vascular, Inc.
