- Description
- The VAMC, Walla Walla, WA, has awarded a single source contract to nSpire Health, Inc. for technical support and maintenance services of the nSpire CPL/HDPFT 3500 System (pulmonary function testing (PFT) machine). Services must be provided by an nSpire-certified technician. The contract is for one year in the amount of $4,800. The contract was awarded in accordance with FAR Part 13 and the single source determination and finding is in accordance with FAR 13.106-1(b)(1). The text of the single source determination follows. DETERMINATION AND FINDINGS / Only One Source Reasonably Available (FAR 13.106-1(B)(1)) / Technical Support And Maintenance Services, Pulmonary Function TESTING Machine The VAMC, Walla Walla, has a pulmonary function testing (PFT) machine and requires technical support and maintenance services to maximize efficient and proper machine operation. FINDINGS The responsible contracting officer documents the following finds: (1) The PFT machine is made by nSpire Health, Inc. and must be repaired and serviced by a certified nSpire technician; (2) The only provider of nSpire certified technicians is nSpire Health, Inc; (3) nSpire is a small business; and (4) The process of soliciting and evaluating proposals is an exercise in futility as well as costly. No savings would be realized. DETERMINATION In accordance with FAR 13.106-1(b) and based on these findings it is the judgment of this Contracting Officer that nSpire Health, Inc. is the only source reasonably available for the procurement of these services. /s/ Charlene Duncan, Contracting Officer, 11/29/2009.
