FLAME PRE-COMMERCIAL THINNING & HAND PILING Site Map FLAME PRE-COMMERCIAL THINNING & HAND PILING Bid Package FLAME PRE-COMMERCIAL THINNING & HAND PILING Solicitation FLAME PRE-COMMERCIAL THINNING & HAND PILING SF1449 THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY- FLAME PRE-COMMERCIAL THINNING & HAND PILING The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for FLAME; pre-commercial thinning, brushing, and piling on 505 acres of National Forest lands in Jackson County OR to include: tree thinning, manual release, slash treatment, hand piling and related work in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals except those items, if any, listed as Government-furnished property. **THIS IS A COMBINED SOLICITATION/SYNOPSIS--PROPOSALS ARE BEING REQUESTED** Project Location and Description Project maps showing work sites and work data, will be provided by the Contracting Officer’s Representative (COR) at the post award conference. Location - The location of the worksites are shown on Vicinity and Project Maps of this solicitation. A full map of the Ranger District(s), with project units marked thereon, will be provided to the Contractor at the post award conference. Accessibility - Most work areas may be reached on Forest roads by standard two wheel drive vehicles. Snow tires and chains may be needed in the winter. Vehicles shall not operate off system roads. Boundaries - All areas are signed, at locations conspicuous on access road(s), and unit boundaries are flagged with ribbon unless they are obviously defined by physical features, such as streams, roads, or timberline, etc., which are shown as boundaries on the Project Maps. Description - The Project Maps show some of the physical and topographical features of the units, as well as delineating areas within the units which require special work. The information contained in these Maps is intended to be complementary to the Specifications; however, any conflict between documents shall be resolved as determined by the order of precedence. *NOTES* --Additional work details are outlined in the attached solicitation. --There will not be a Pre-bid meeting offered by the Government for site inspection. Please refer to the attached map in the solicitation for a general outline of the site. **OFFERORS NEED TO SUBMIT ONLY THE COMPLETED "BID PACKAGE" ATTACHMENT** The Government intends to award a contract resulting from this solicitation to the responsible Contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate quotes: Past Performance and Relevant Experience. All evaluation factors, when combined are significantly less important than price This acquisition is a 100% Small Business set-aside. The North American Classification System Code (NAICS) is 115310. The size standard is $17.5 million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Service Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation and any applicable amendments, offerors must download them from www.fbo.gov.
