Description
DIA has a requirement for an IDIQ contract for design services renovating embassies located worldwide. The successful contractor will be required to furnish all material, equipment and personnel necessary to accomplish the requirements in the final Statement of Work. The requirements include, but are not limited to, performing site assessments; preparing concept design submissions to include reports of existing conditions, recommendations, SOW information, draft Construction Security Plans, project cost estimates, project schedule and other documents as needed; and submitting and obtaining 100% Issued for Construction Documents for each order. The deliverables under this design services IDIQ will then become the basis for competitive delivery order requirement under a separate a renovation services IDIQ. We are currently developing the renovation services IDIQ requirement and anticipate that this will be synopsized no later than November 2009. All Offerors are cautioned to review the restrictions of FAR 9.5 Organizational and Consultant Conflicts of Interest. Any Offeror that is awarded a Design Task Order for a particular project may be restricted from participating in any contract or task order for the Build of that particular project. The Government intends to make one or multiple award if it is determined to be in the best interest of the Government. Any resultant contract(s) will be for a base year with four one-year optional periods to be exercised via a contract modification. The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to the workload and/or satisfaction of the contractor’s performance under the subject contract. The combined total amount of all contract(s) will not exceed $8M. Individual orders will be issued under the terms of the contract(s) and each order will be negotiated as a single Firm Fixed Price. Each awardee will be provided an opportunity to be considered for each order issued under the multiple award contract, unless approval is obtained to waive or limit the competition in accordance with FAR 16.505. In order to determine the most highly qualified firm for each order, the Government will evaluate each firm on evaluation factors for each Order (performance and quality of deliverables of current orders, capacity to accomplish order in required timeframe, price. This procurement is open to small and large business concerns. Before award of the contract, the business concern (if not a small business concern), shall be required to present an acceptable, proactive subcontracting plan pursuant to FAR Part 19.7. All contractors must be registered in the DoD Central Contractor Registration (CCR) Database. Those vendors interested in this acquisition must have an existing, valid SECRET facility clearance and must have the capacity to receive and store documentation up to and including the SECRET level. Interested vendors are reminded that they must also have cleared employee personnel who possess current TOP SECRET clearances at the start of the contract. Foreign nationals will not be authorized to work either directly or indirectly on this effort in any capacity, inclusive of supervisory-management roles; nor have access to any classified documentation under this effort. Interested vendors shall certify that they have the required Facility Clearance and capacity to store documents up to the SECRET level and provide their CAGE Code for verification when the final RFP is released. Vendors will be required to pick-up classified materials at 3100 Clarendon Boulevard, Arlington, VA 20122 when the RFP is released.
