Description
PROJECT FOUR SPECS PROJECT THREE SPECS PROJECT TWO SPECS PROJECT ONE SPECS BID PACKET contract RECOVERY-SULPHUR / RAGGED; PLANTATION MAINTENANCE, PCT/HANDPILE. THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT. The U.S. Forest Service, EROC-NW, servicing Region 6- has a requirement to perform the above services including precommercial thinning, and handpiling of regeneration units in the Middle Fork of the John Day River drainage. Project 1 can be located by traveling east on HWY 26, from John Day to the junction of HWY 7. Travel north on HWY 7 approximately 1 mile to the junction of County Road 20. Travel west on CR 20 approximately 7 miles to the junction of Forest Roads 2050. Project units are located at numerous locations adjacent to Forest Road 2050 and seven digit roads branching off 2050. The other 2 projects are adjacent and more detailed directions can be obtained from the COR (Amanda Lindsay at 541-575-3333). The Period of Performance is 365 days. The bid schedule consists of 3 major bid items of about 209, 279 and 247 acres each. A negotiated, firm-fixed price contract is contemplated requiring submission of both a technical and a price proposal. A multiple award is anticipated for the three bid items to 3 vendors. A technical and price proposal will be required with evaluation consisting of experience and capability statements. Award will be made to the offeror/s whose proposal offers the best value to the Government. This acquisition is a 100% HubZone set-aside. The commercial item, Request for Quote package will be available on or about 21 September 2009 with a proposed due date of 14 October 2009. Contractors are required to be Huzone certified by the Small Business Administration, registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
