Description
Primary facilities include a 11,000 square foot standard design Warrior in Transition Administrative and Operations Facility and a 15,000 square foot Soldier and Family Assistance Center (SFAC) with special foundations at Fort Sam Houston, TX. Buildings must provide connections to an Energy Management Control System (EMCS), Fire/Smoke Detection/Enunciation/Suppression System, connections to the installation central systems, and building information systems. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 features will also be included. Supporting facilities include HVAC, site work, all necessary utilities, lighting, information systems, parking, sidewalks, roads, curbs and gutters, storm drainage, site accessories, landscaping, furnishings, and other site improvements. Provide Anti-terrorism/Force Protection Measures which include building access control, surveillance and mass notification systems, minimum standoff distances, bollards, area lighting and barrier landscaping. Access for individuals with disabilities will be provided. Comprehensive building furnishings and related interior design services are required. The estimated magnitude for this project is $5M to $10M with a contract duration of 340 days after Notice to Proceed. The NAICS code associated with this project is 236220 Commercial and Institutional Building Construction with SIC code 1542. This is a small business HUBZone set aside procurement with a size limitation of $33.5M. The approximate issue date of the solicitation is 23 November 2009 and approximate closing date is 08 January 2010, 2:00pm Central Time. Award will be made on the basis of Best Value with the following evaluation criteria: Design/Technical, Performance Capability, Past Performance, and Price. The Government will evaluate the proposals on the basis of the evaluation criteria in the solicitation. Project documents will be issued via the web only. Downloads will be available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. Amendments will be available only through the FedBizOpps website. Offerors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. If the Government elects to conduct a Pre-Proposal Conference, details regarding the Conference will be provided in the solicitation and posted at http://ebs.swf.usace.army.mil. This announcement serves as the advance notice for this project.
